U.S. Transportation Command's latest mobility requirements study has found that the U.S.'s current aerial refueling capacity is as much as 20 percent shy of what could be needed in major conflict, service officials told lawmakers April 28.
"In one case, we would need 103 percent of what we have now, and 120 percent in an air-and-naval campaign scenario," said Air Force Brig. Gen. Michelle Johnson, adding it would use a mix of 59 Air Force KC-10s, 450 KC-135s and 79 U.S. Marine Corps KC-130s.
Johnson, director of policy and strategy at Transportation Command, spoke during an April 28 House Armed Services air and land forces subcommittee hearing. She did not describe the other scenario.
One of the main contributors to this tanker shortage is that 19 percent of the nation's 50-year-old KC-135s are in depot maintenance at any given time due to their age. That's something that a new tanker would address.
"A new aircraft would immediately provide more availability and better mission capable rates," compared with the geriatric KC-135s, Johnson said.
The study looked at how U.S. forces could be moved around the globe during three taxing military scenarios. One scenario called on the U.S. to conduct two major land wars while also dealing with three domestic disasters. Another consisted of an air-and-sea campaign coinciding with an asymmetric threat, while the third involved a major ground war "against the backdrop of an ongoing irregular warfare campaign," according to Johnson's testimony.
All of this comes a week after EADS announced that it would officially compete against Boeing in the U.S. Air Force's $35 billion KC-X tanker competition, which seeks to replace some of the oldest KC-135s. EADS is offering a modified version of the Airbus A330 while Boeing is pitching an upgraded 767 tanker variant.

IRAQ EN CONVERSACIONES PARA ADQUIRIR ENTRENADORES BAE HAWK/IRAQ IS LIKELY TO BUY 24 BAE HAWK

The Iraqi Government is in talks to buy 24 Hawk trainer.
The BAE Systems Hawk is being considered alongside jets from Korea and Italy as Iraq starts to rebuild an air force that was destroyed by coalition forces during the Gulf War.
If Hawk wins the Iraqi competition, it will be a significant milestone in the rebirth of an aircraft that some analysts had written off. Declining orders for Hawk had forced Europe’s largest defence company to cut 450 jobs at Brough, near Hull, two years ago.
Separately, India is set to order another 60 Hawks in addition to the 66 it has already booked. That deal could be announced within weeks.
Poland is also considering a new fleet of trainer aircraft and even France, which has traditionally bought only domestic military aircraft, has expressed an interest in the Hawk.
The main rivals to Hawk are Korea’s T50, which is a more expensive supersonic aircraft, and Italy’s Maki 346, which is still only a prototype.
BAE declined to comment on specific export orders but said that it was optimistic about several sales opportunities.
The interest from Iraq comes as the country starts to rebuild its armed forces. The country has signed a contract to buy up to 15 Beechcraft T-6A turbo-prop aircraft from the United States to provide initial flight training for pilots. However, fast-jet training is also required before Iraqi pilots can climb into fighter jets and officials have begun a search for a suitable aircraft.
BAE’s predecessor British Aerospace was in talks with the Iraqis in 1989 to sell 50 Hawks. This deal was blocked by the British Government amid concern that the aircraft could be converted for combat missions, which would have contravened arms restrictions put in place during the Iran-Iraq war.

The RfI was sent to France's Eurocopter, Italy's AgustaWestland, the United States' Bell Helicopter and Russia's Kamov Co. The helicopters are intended to replace aging Chetak helicopters bought 30 years ago.
The planned naval purchase is in addition to the procurement, initiated last year, of 384 light utility helicopters for the Air Force and Army.
The Navy is looking for a modern twin-engine helicopter with fully integrated advanced avionics. The Navy requires the helicopters to have controls for two pilots but be capable of being operated by a single pilot. The helicopters should have the capability of carrying out anti-submarine attacks with torpedoes and depth charges, in addition to anti-terrorism and anti-piracy roles, a Navy official said.
The helicopters will be used for search-and-rescue missions, casualty evacuation, observation and surveillance, and limited electronic intelligence gathering.

Avión Iraní voló cerca del USS Eisenhower/Iranian navy plane flies near USS Eisenhower in Gulf of Oman

An Iranian navy plane that approached a U.S. aircraft carrier last week was flying as low as 300 feet as it neared the USS Eisenhower, U.S. military officials said Wednesday.
The incident, first reported by CNN on Tuesday, came as Iran was beginning a series of military exercises last week meant to show off their military prowess.
The Eisenhower was on duty in the Gulf of Oman in the northern Arabian Sea, in support of the Afghanistan war efforts, when the Iranian maritime patrol aircraft flew within 1,000 yards of the vessel.
While the encounter was not threatening, it was unusual. U.S. navy ships have regularly encountered Iranian aircraft in the Persian Gulf in recent years, but this encounter took place in the Gulf of Oman, in an area where Iranian jets are seen much less frequently, several Navy officials said.
Adm. Gary Roughead, the top Navy officer, confirmed the April 21 incident. The Iranians were "not provocative or threatening. As long as they are professional and not threatening or reckless, it's international space," he said.
Radar on the Eisenhower and other U.S. ships in the vicinity closely tracked the Iranian aircraft as it approached the aircraft carrier to ensure it maintained a nonthreatening path. The Iranian plane was tracked by U.S. units for nearly 100 miles before it reached the Eisenhower.
The Iranian aircraft was a Fokker F27 that was unarmed. It remained in the vicinity of the Eisenhower for about 20 minutes before leaving the area.
U.S. officials believe the Iranians wanted a close look at the carrier, but they could not say if the Iranians took photos of the ship.
One of the officials also said Iran may simply have been trying to demonstrate its aerial capabilities to the United States.
U.S. military officials continue to emphasize that recent encounters with Iranian naval forces in the Persian Gulf have been professional and without confrontation or problems. The U.S. Navy takes great care to try to stay out of the way of any Iranian forces in the region.

The Australian Minister for Defence announced that the government is to pursue a new naval combat helicopter for the Royal Australian Navy (RAN).
The new tender follows the failure of the RAN to accept the Kaman SH-2G(A) Super Sea Sprite into service due to the type not meeting Australian airworthiness certification standards.
The RAN had wanted the government to approve a ‘rapid acquisition’ of 24 Sikorsky MH-60R Sea Hawks, but this was scuppered with the cabinet insisting the NHIndustries NH90 should also be considered, as 40 are being delivered to the Australian Army for service entry by 2014 and the RAN is to have six to replace the maritime support Westland Sea Kings of 817 Squadron.
Under the new tender, the Government is to acquire sufficient helicopters to provide at least eight concurrently embarked on ships at sea, requiring a fleet of 24.

South Korea's defense minister says a torpedo was the likely cause of an explosion that sank a warship near the tense border with North Korea last month. Torpedo caused a bubble jet effect that is a powerful shock wave and high-pressure gas bubble resulting from an explosive device detonating beneath a vessel.
Minister said other possibilities are also under review.
Investigators say there is evidence that the ship exploded because of a strong impact from the outside. Seoul has refrained from blaming Pyongyang for the incident until its experts carry out a thorough investigation. Pyongyang has denied any involvement.
South Korea raised the front section of the warship with a large crane Saturday.
A body was found inside the recovered section, bringing the official death toll to 40. Six sailors remain missing and are believed dead. The coast guard rescued 58 crew members from waters near the blast site.
North Korea Saturday warned the United States and South Korea that it will employ "all means, including the nuclear deterrent" if they intrude into its territory.

Fallo misil hipersónico Estados Unidos/US defense agency's hypersonic glider test fails

The U.S. military lost contact with an experimental hypersonic glider after it was launched by a rocket on a test flight over the Pacific Ocean last week, a defense agency said.
The Falcon Hypersonic Technology Vehicle-2 was launched Thursday from Vandenberg Air Force Base, Calif., and was supposed to separate from the booster at an altitude of several hundred thousand feet and then autonomously glide at 13,000 mph to a splashdown in a sea range near Kwajalein Atoll, 2,500 miles southwest of Hawaii.

Israel reduce venta de armas a Turquía/Israel 'cuts arms sales to Turkey'

Israel will impose a temporary freeze on the sale of advanced weapons systems to Turkey, once a key ally, because of blistering criticism of the Jewish state by Turkey's Islamist Prime Minister Recep Tayyip Erdogan.
The latest outburst from Erdogan, who has been moving closer to Iran, came April 7 in Paris when he branded the Jewish state "the principal threat to regional peace" in the Middle East.
Meantime, the Israeli air force, blocked from Turkish air space and bracing for possible long-range attacks on Iran's nuclear infrastructure, is scouting for new training skies in Europe and Asia.
India has close military ties with Israel and that is being mooted as one option for the Israeli air force.
One issue under review by the ministry's Foreign Defense Assistance and Export Organization, known by its Hebrew acronym, SIBAT, is a Turkish request for Israeli electronic warfare systems.
Relations between Israel and Turkey have been steadily deteriorating since the Israeli military invaded the Hamas-ruled Gaza Strip on Dec. 27, 2008.
That effectively ended a landmark 1996 military cooperation agreement, which covered a wide range of intelligence-sharing, between Israel and Turkey, an overwhelmingly Muslim nation and NATO's only Muslim member.
Israel's defense industry benefited from big-ticket sales to Turkey over the years.
Relations soured even further over delays by Israel in delivering six Heron unmanned aerial vehicles ordered by Turkey under a 2005 contract for 10 of the surveillance drones. Despite the nosedive in diplomatic relations, Israel and Turkey have maintained "a cautious business relationship" and discussed the joint sale of upgraded U.S.-built M-60 main battle tanks to Colombia.
Erdogan's government excluded Israel from routine NATO air exercises last October in Turkey in reprisal for the Israeli invasion of the Gaza Strip. It later banned Israeli aircraft from deploying in Turkey, where the Israeli air force, constrained by the Jewish state's small size, regularly conducted exercises in Turkey's air space.
This lack of air space apparently has hampered air force training for possible long-range airstrikes against Iran, whose alleged nuclear arms program is viewed by Israel as an existential threat.
In recent years, the air force has intensified its long-range training schedule, presumably because of the growing threat from Iran.
The most prominent of these operations was a May 2008 exercise in which some 100 Israeli warplanes, including aerial tankers and command aircraft, flew the length of the Mediterranean from Greece to Gibraltar in what was widely seen as a dress rehearsal for an assault on Iran.
As a result, the Defense Ministry is looking to continue an agreement it signed in 2006 that allows fighter jets to deploy in Romania.
Two Israeli air force Gulfstream G-500 Shavit electronic intelligence aircraft were spotted over Hungary in March.

A cruise missile in a shipping box on sale to rogue bidders

Defence experts are warning of a new danger of ballistic weapons proliferation after a Russian company started marketing a cruise missile that can be launched from a shipping container.
It is feared that the covert Club-K missile attack system could prove "game-changing" in fighting wars with small countries, which would gain a remote capacity to mount multiple missiles on boats, trucks or railways.
Iran and Venezuela have already shown an interest in the Club-K Container Missile System which could allow them to carry out pre-emptive strikes from behind an enemy's missile defences.

The combination of missed schedules, technical problems and, most importantly, reports of skyrocketing costs gained the F-35 a lot of unwanted attention and the perception that it's a deeply troubled program.
That's not the case, say Lockheed Martin officials, who insist that the cascade of reports about problems and soaring costs is at best exaggerated and often wrong.
The cost issue, in particular, is a sore spot for Lockheed officials, who have winced repeatedly in recent weeks over government cost estimates that could undermine political support for the F-35.

Iran's state television says the country has fired a series of missiles as part of an ongoing large-scale military maneuvers in the Persian Gulf and Strait of Hormuz.
The TV report Sunday said five ground-to-sea and sea-to-sea missiles were simultaneously fired.
It did not elaborate on the specifications of the missiles or say whether they are new.
However, the semiofficial Fars news agency said on Saturday that four types of short-range missiles would be launched Sunday in the war games, including Nasr 1, a short-range cruise capable of destroying targets up to 3,000 tons in size.
Iran's Revolutionary Guard began Thursday the war games, an annual show of military strength that often leads to heightened tension in the region.

Nato foreign ministers gathered in Tallinn agreed to include Bosnia and Herzegovina in the military alliance's official pre-accession programme dubbed the membership action plan, but linked the process to a series of outstanding reforms in the fragile post-Yugoslav state.
The decision was taken after intense discussions, with some members arguing that Bosnia was not yet ready for the step, while others, notably Turkey, pressed strongly for it. The programme offers technical assistance and practical support in reforming a country's defence and security structures ahead of accession.
Nato enlargement is considered a threat to national security in the new Russian military doctrine put forward in February by President Dmitri Medvedev. However, this wording refers more to Ukraine and Georgia, who are Russia's immediate neighbours, than the Balkan countries.
Both Kiev and Tbilisi sought to be accepted for a Membership Action Plan in 2008, but Nato members hesitated in granting it to them, amid staunch opposition from Russia. After the August war between Georgia and Russia, MAP for these two countries seems to have been postponed indefinitely, although it has been promised that they will join eventually.

The Indonesian air force has decided to order eight Embraer EMB-314 Super Tucano trainer and light-attack aircraft, but the nation's defence ministry has yet to approve the deal.
Other types were also considered for the requirement, such as the Korea Aerospace Industries KT-1, 12 of which are already in air force use as trainers. If approved, the initial order will be for eight aircraft, with the possibility of further orders later. It would represent Embraer's first Super Tucano sale into the Asian market.
Despite the air force's decision, a deal still requires the approval of the defence ministry, which is conducting its own technical evaluation of the candidate aircraft.
Indonesia's air force plans to use the Super Tucano for some light-attack tasks, with the type to replace its 1960s-era Rockwell OV-10 Broncos. The ageing type has become costly to maintain. There are only two operational.
The requirement that the aircraft potentially be used for attack duties effectively ruled out Embraer's biggest competitor in the trainer market, Pilatus. The manufacturer has a policy of not selling attack aircraft to developing nations, in line with Switzerland's general stance as a neutral country.
Indonesia used its Broncos between the 1970s and 1990s to put down Timor-Leste's left-leaning Fretilin independence movement.
Timor-Leste gained independence from Jakarta in 2002 and presently Indonesia has no major insurgencies. But the tribes in its West Papua province have a decades-old struggle for independence that sometimes erupts into fighting.

Royal Air Force Typhoon fighters have been grounded after ash deposits were found in engines.
The BBC reports that all Royal Air Force Typhoon fighters have been grounded after volcanic ash deposits were found in the engines of at least one aircraft after operational flights yesterday.
All training at the Typhoon main operating base of RAF Coningsby in Lincolnshire was suspended today and the grounding ban was extended to other RAF types with all aircraft at nearby RAF Waddington being grounded.
A spokesman said the grounding was the RAF "just being extra cautious" but it is understood from sources at the base that at two aircraft were affected out of the dozen or so training sorties completed yesterday.

Misiles Patriot se instalarán en Polonia en Mayo/U.S. Patriot battery seen in Poland late May

A planned battery of U.S. Patriot missiles that has irritated Russia will now arrive in Poland in late May, nearly two months behind schedule.
The temporary deployment of the battery, along with a 100-man team to operate it, is part of a Polish-U.S. agreement signed late last year to upgrade the NATO member's air defences.
The battery was now expected to reach Morag, a town in northern Poland near Russia's Baltic enclave of Kaliningrad, around May 24.
Russia is wary about the deployment of U.S. troops and hardware near its borders, though its defence ministry denied in January suggestions that it might bolster its Baltic Fleet in response to the Patriot deployment in Poland.
The Patriot deal is primarily about training and is not linked to broader U.S. talks with Poland and other ex-communist states about future missile defence systems that Moscow opposes.
The battery, which would come to Poland from Germany several times a year, also has symbolic value for Warsaw, which has long complained that it hosts no U.S. troops or major military installations 10 years after it joined NATO.
The arrival of the Patriot battery coincides with fresh efforts by Moscow and Warsaw to improve frosty ties after a plane crash on Russian soil on April 10 killed Polish President Lech Kaczynski and scores of other senior officials.

For the first time, the service will launch the X-37B Orbital Test Vehicle, a brand new, unmanned spacecraft to demonstrate the military’s ability to fly into space, circle the globe for months on end, and return intact, only to fly again.
But whether the X-37 space plane is merely showing off nearly two decades of research and development or is actually a precursor to militarizing the final frontier, is far from clear since the vehicle’s payload is classified. An Air Force official won’t even say when it will return to California or where it will land. But it can “loiter” over the globe for more than nine months.
Arms control advocates say it is pretty clearly the beginning of a “weaponization of space” – precursor to a precision global strike capability that would allow the US to hover for months at a time over anywhere it chose with little anyone could do about it.
