SINGAPUR MUESTRA G550 AEW POR PRIMERA VEZ/RSAF DISPLAYS G550 AEW PLATFORM FOR FIRST TIME

The Republic of Singapore Air Force (RSAF) is publicly displaying its modified Gulfstream 550-based airborne early warning (AEW) platform for the first time at the Singapore Airshow.
Singapore received its first aircraft in February 2008 and has ordered four of the G550s. The service has been highly secretive about the aircraft. It is understood that has been modified to carry the Elta conformal AEW platform.
The RSAF has never confirmed the specifications, but it is believed that it has a similar configuration to the Israeli air force's G550-based conformal AEW (CAEW) aircraft, which entered service early 2008.
Israel Aerospace Industries subsidiary Elta says the CAEW platform offers a mission endurance of 9h when operating at an altitude of 41,000ft (12,500m) and 185km from its home base. The aircraft features dual S-band radar arrays at the front and rear, plus L-band sensors on the fuselage side, providing 360° coverage. Israel's configuration has six on-board operator stations.
The modified G550 also has pod-housed electronic support measures equipment, plus satellite communications and line-of-sight datalinks. Elta says the airframe modifications have "minimal impact" on the business jet's performance.
The formal delivery period for its G550 AEW aircraft is late 2008 to 2010. The aircraft will replace four Northrop E-2Cs that have been in service for more than 20 years.

Germany's ambassador on Friday described as a "nasty surprise" India's decision to scrap a tender for six refuelling planes, for which Franco-German group EADS was front-runner.
India promised earlier this month to stage the global tender again after saying the 60-billion-rupee (1.31-billion dollar) price for six Airbus A-330 mid-air refuelling aircraft quoted by EADS was too high. Airbus is an EADS company. "It came as a little bit of a nasty surprise for us and very disappointing that it was rejected at the political level," Germany's ambassador to India, Thomas Matussek, told reporters in New Delhi. After two years of trials, the Indian air force had chosen the Airbus planes but the finance ministry objected to its price. The diplomat's comments came ahead of a week-long trip to India beginning Monday by German President Horst Koehler."This rejection was not explained to us in detail," the ambassador added.
Last month, New Delhi also rejected a proposed tie-up between EADS and India's biggest defence contractor, Larsen & Toubro, to supply electronic warfare systems, avionics and radars. The deal was rejected because it would exceed existing caps on foreign investment rules, according to Larsen & Toubro.

A U-2 launched from Beale Air Force Base Jan. 27 to provide critical imagery support in the ongoing humanitarian relief mission in Haiti. The aircraft, temporarily flown out of Robins AFB, Ga., will be used to gather high-quality imagery, broad area shots, which will eliminate the need to patch together smaller images gathered by other intelligence, surveillance and reconnaissance assets currently operating in the Haiti. "The capabilities of the U-2, with the optical bar camera provide superior imagery that is unsurpassed in many of the reconnaissance platforms flying today", said official from the 99th Reconnaissance Squadron. "It's also going to fill in the pieces that were not found earlier by other platforms."
The images provided by the U-2 will give decision makers on the ground a broad picture when deciding on how to get help to those who need it the most.
"Some of the imagery we will be providing will be able to show them what roads will be usable so that they can find what areas are accessible on the ground via vehicles," official said. "Also, they will be able to prioritize to see what type of areas have been hit the hardest and hopefully this will expedite how quickly they can get in and out of the worst areas in Haiti."

_________________________________________________________________________________
According china-defense.blogspot, the current issue of Aviation News (HangKong Bao) displays a dozen manufactured J11Bs sitting at SAC without engines. This highlights the problem the PLAAF faces due to Shanyang Liming Aircraft Engine company's inability to fulfill all FWS10A (Taihang) orders. As indicted by the SAC's press release on its 2009 performance, it said it had fulfilled its PLAAF contracts "fairly" well. Which is different from previous press releases describing their performance as "very" well.*
Production certification delays prevented the FWS10A from entering mass production until recently. Perhaps this public display of engine-less fighters is SAC telling its partners to work faster.

According AviationWeek.com Saudi Arabia faces deferring in-country Eurofighter Typhoon final assembly or having to delay in-service targets for the fighter.
The Saudi regime, the British government and BAE Systems are discussing alternatives to the original plan as a result of the effect of repeated hold-ups by Saudi Arabia regarding the choice of a build site. These options include reassigning back to the U.K. some of the aircraft originally slated for final assembly in Saudi Arabia.
The two countries concluded a deal for 72 Typhoons in September 2007. The intent was for the first 24 aircraft to be built in England, with the remainder to undergo final assembly in the UK. Under the original plan, the first Typhoons were expected to roll off the Saudi line in 2011. Riyadh’s desire for a Typhoon final assembly facility is part of a wider effort to broaden its national aerospace industry. The first two aircraft were flown to Saudi Arabia in mid-2009, and a total of eight were expected to have now been handed over by the end of this year.Royal Saudi Air Force (RSAF) aircrew and engineers are being trained for the Typhoon by the RAF.
BAE Systems is the industry lead on the government-to-government program. The company declines to comment on any issues related to final assembly. A follow-on batch of Typhoons to the present 72 on order also remains in the cards.
The Typhoon, along with other types, will replace the RSAF’s Tornado air defense aircraft. As well as introducing the Typhoon into service, the RSAF is also looking to bolster its Boeing F-15 fleet with an additional acquisition to replace early model F-15s. It is known that the Diehl BGT IRIS-T imaging infrared-guided dogfight missile is being acquired. The MBDA Meteor is also a candidate, though the aircraft will likely initially be fielded with the Raytheon AIM-120 Amraam.

EMPRESA FRANCESA MODERNIZARA FUERZA AÉREA LIBANESA/FRENCH COMPANY TO REVAMP LEBANESE AIR FORCE

French Company to Revamp Lebanon's Gazelle Helicopters, Equip Pumas
Lebanon has signed an agreement with the French company Euro Tech --specialized in revamping and equipping planes -- to revamp 13 Gazelle-type helicopters owned by Lebanon and equip the Puma helicopters granted by the UAE to Lebanon, according to the Central News Agency.
The agreement implies revamping the helicopters and training Lebanese pilots on flying the French-manufactured Puma helicopters. The Puma helicopters are expected to start arriving within the first half of 2010 in two batches, the first includes four helicopters and the second includes six. Earlier media reports said that France was worried that providing the Lebanese army with weapons, including missiles for the Gazelle helicopters, could end up in Hizbullah hands. France's stance was conveyed during a visit by Prime Minister Saad Hariri to Paris. It came in response to Hariri's request to provide Lebanon with Gazelle missiles since the Lebanese Air Force used up all the rockets against Fatah al-Islam militants during the battle of Nahr el-Bared in 2007. The ten Puma helicopters that were part of UAE grant to Lebanon were also to be used for light transport and liaison roles and not for combat.

-----------------------------------------------------------------------------
According TimesOnline, the RAF is under pressure to cut its multibillion-pound orders for fast jets in favour of cheaper propeller aircraft as part of a review of defence spending. The suggestion, from General Sir David Richards, has ignited a debate that pitches the head of the Army against his opposite numbers in the other two Services. General Richards, Chief of the General Staff, believes that the Super Tucano offers a cost-effective alternative to fast jets such as the Cold War-era Eurofighter Typhoon in counter-insurgency operations such as those in Afghanistan. Resembling something from the Second World War, a Super Tucano costs about £5 million, a fraction of the £60 million estimated cost of the F35 Joint Strike Fighter ordered for the Royal Navy’s new aircraft carriers or the £67 million of a Typhoon.A strategic defence review expected after the general election is likely to recommend that each Service’s budget is cut by about 20 per cent.
General Richards has argued that state-on-state confrontations will be largely replaced by counter-insurgency operations in the future, making huge savings possible if the Government is prepared to sacrifice ships and tanks for lighter and cheaper but technically advanced matériel.
Air analysts argue that the Tucano offers a cost-effective platform to which high-tech equipment and munitions can be attached. It is being considered by the US Navy after impressive performance in Colombia, where it is used against FARC rebels.
The Brazilian two-seater Tucano can fly from airstrips and loiter for six and a half hours over the battlefield without refuelling, although it cannot refuel in mid-air. It can carry 1.5 tonnes and uses only £500 of fuel an hour. The Eurofighter Typhoon costs nearly £85,000 an hour to fly. The trainer version is in service with the RAF.

Defence ministry is scrambling to sign a deal to purchase Italian Augusta Westland VVIP helicopter before the Budget is presented.
The defence ministry short listed Finmeccanica’s helicopter division, Augusta Westland, as it emerged the frontrunner in a multi-million contract to supply 12 AW-101 VVIP helicopter for the Indian Air Force (IAF). The helicopter would be used by the President and the Prime Minister. Cabinet Committee on Security, too, gave its clearance early December after finance ministry gave the purchase a go ahead.
The Indian contract, which is expected to be signed soon for the flying offices equipped with advanced communication aids and self-protection devices, is likely to be the greatest Italian export to India since 1960s. While the IAF would buy 12 helicopter, the US has placed an order for 20 machines.
The new machines are to replace the Mi-17 machines in the Air.
On the other hand according Reuters, Indian ambassador to Italy told Prime Minister Silvio Berlusconi that Typhoon is leading the race to win a contract from the Indian government for 126 fighter jets, valued at around $10.4 billion.
The contenders are Boeing F/A-18,Dassault Rafale, Lockheed Martin F-16, Russia's MiG-35, Saab JAS-39 y el Eurofighter Typhoon.
A Eurofighter source said the test flights were expected to finish by April, and a decision would follow.

-------------------------------------------------------------------------------
Operation Deep Freeze, is the annual mission for the National Science Foundation to supply research outposts across Antarctica. This year’s mission began Sept. 25 with the arrival of the Antarctic spring and is expected to continue into February. During the Antarctic summer, high temperatures can reach the low 30s at McMurdo but stay below zero inland at the Amundsen-Scott South Pole Station.Military Sealift Command uses a chartered cargo ship to transport goods to McMurdo’s port, where Navy cargo handlers unload the ship. A Coast Guard ice breaker clears the route.
Before the C-17s, C-141 Starlifters handled the journey between New Zealand and the Antarctic.
The introduction of C-17s simplified the mission and reduced costs because a C-17 with additional fuel tanks can make the round trip without refueling at McMurdo or meeting up with an aerial tanker, said Col. Kevin Kilb, commander of the 62nd Airlift Wing at McChord.
Three to four times each week, a C-17 flies from Christchurch, New Zealand, to McMurdo and back, said Lt. Col. Robert Wellington, an active-duty pilot from the 62nd who oversees C-17 operations. Each of the 4,200-mile flights takes about 11 hours, including one hour on the ice at McMurdo.
By the end of February, the C-17 crews expect to have flown 68 round trips, carrying more than 3,300 passengers and 3 million pounds of cargo.

India's Navy has started a $1.5 billion overhaul of its ageing Soviet-era fleet of aircraft, seeking to boost its air power in an Indian Ocean region where a growing China is threatening its traditional dominance.
The investment is one of the biggest the Indian Navy has made in recent years and reflects New Delhi's urgency to modernise its military, a move that rival Pakistan says could spark an arms buildup and destabilise an already roiled South Asia.
India plans to buy 16 new MIG-29 fighter jets, half a dozen light combat aircraft, unmanned patrol planes and multi-role helicopters. Tenders for these will be floated soon. The Navy is also upgrading its Sea Harrier fighter jets, IL-38 maritime anti-submarine warfare planes and acquiring five Kamov KA-31 patrol helicopters.
"We are acquiring new fighters and helicopters to ... supplement a new aircraft carrier we are getting soon," Commander PVS Satish, the Navy spokesman said in New Delhi on Thursday.
Analysts said the upgrade of the Navy was long due. "It is almost a matter of time before ships from China arrive in India's backyard," said Brahma Chellaney, professor of strategic studies at New Delhi's Centre for Policy Research.
India and China are locked in a battle to lead Asia. Indian officials said Pakistan, too, was modernising its Navy. Pakistan's National Command Authority (NCA), which oversees the country's nuclear weapons, said last week India's arms modernisation plans could destabilise the regional balance.

ESTADOS UNIDOS SUMINISTRARÁ SHADOW UAV A PAKISTÁN/US TO SUPPLY SHADOW UAV TO PAKISTAN

---------------------------------------------------------------------------
The United States plans to provide Pakistan with a dozen unarmed drone aircraft that will help bolster its military as it takes on Taliban militants, US defence officials said.
<
Details of the drones emerged late Thursday during a visit to Pakistan by Defense Secretary Robert Gates, who was asked in an interview with Pakistani television if Washington would supply Islamabad with the unmanned aircraft. The Shadow drones, smaller than the armed Predator and Reaper aircraft, are about 11 feet (three metres) long and have a wing-span of 14-feet, with sensors and cameras feeding video images back to operators on the ground.
The Pakistani military already had some less sophisticated drones for surveillance but would need to heavily invest in training specialists to be able to take advantage of the new hardware, said US officials, who spoke on condition of anonymity. The US employs armed drones for missile strikes against Al-Qaeda and Taliban figures in Pakistan, fuelling anti-American sentiment and drawing public condemnation from the government in Islamabad. Pakistani officials have previously called for Washington to provide its military with armed drones.

-------------------------------------------------------------------------
According Ria Novosti, Two Russian Tu-95MS Bear strategic bombers have successfully carried out a routine patrol flight over the Arctic Ocean, the Defense Ministry said on Wednesday. Tu-95 MS bombers, took off from Engels Airbase, and have successfully completed air patrol tasks. The bombers spent about 14 hours in the air and were shadowed by six NATO aircraft - four F-16 Fighting Falcon fighters from the Norwegian Air Force and two B-45 Tornado strategic bombers from Britain's Air Force.
All flights by Russian aircraft are performed in strict compliance with international law on the use of airspace over neutral waters, without intruding the airspace of other states.
Russia resumed strategic bomber patrol flights over the Pacific, Atlantic, and Arctic oceans in August 2007, following an order from then-president Vladimir Putin.
The Arctic territories, believed to hold vast untapped oil and gas reserves, have increasingly been at the center of disputes between the United States, Russia, Canada, Norway, and Denmark as rising temperatures lead to a reduction in sea ice.

The Jerusalem Post reports that the Israeli Defence Ministry has told the US it will only buy the F-35 Lightning II if at least 50% of its avionics systems are replaced with Israeli-made technology.
Of prime concern is Israel’s ability to install its own electronic-warfare and radar systems, but so far the US has refused to agree to access to the aircraft’s software code, just as it has similarly blocked other partner nations’ requests.
The report says that Israel thinks it will have a “qualitative edge” over other F-35s if it can install its own systems.
On the other hand, according Bloomberg.com, F-35 jet flew only about 10 percent of its planned test flights last year because of delays in delivering aircraft.
Sixteen of 168 planned flights were completed in fiscal 2009, the second year of flight testing, according Pentagon. The program calls for 5,000 sorties to prove the aircraft’s flying capabilities, electronics and software.
The testing backlog is one reason Defense Secretary Robert Gates has delayed the program, cutting planned purchases of the plane by 122 in fiscal years 2011 through 2015. More than $2.8 billion that was budgeted to buy the military’s next-generation fighter would instead be used to continue its development, according to a 2011 budget document.
The development phase must now be extended by at least one year, to October 2015.
The program entered fiscal 2009 at “significant risk” of not meeting its goals, and that risk will increase through 2012 because flight testing hasn’t kept pace “ due to the failure to deliver test aircraft,” Gilmore wrote in the report.
Bethesda, Maryland-based Lockheed plans to build 2,456 of the fighters in three variants for the U.S. Air Force, Navy and Marine Corps. The current estimated cost is $298 billion.

The company is struggling to resell a batch of its own helicopters, 11 sophisticated, just-barely secondhand SH-2G Super Seasprites. Today, ten of the submarine-hunting aircraft rest side by side in a warehouse on Kaman's 200-acre Bloomfield campus, their 44-foot main rotors stowed in airtight canisters and other parts packed and neatly stacked beside them. (The 11th, a demonstration aircraft, is kept elsewhere on the campus.)
It's a rare case in which a global aerospace supplier is marketing the same military equipment a second time — after the government of Australia backed out of a long-sealed deal — and can offer it almost immediately.
Sal Bordonaro, president of Kaman's helicopters division, put the price at "one-third the cost of a comparable aircraft."
The Australians paid about $600 million for the aircraft, including spare parts, a flight simulator, service support and other materials. But after a long dispute, Australia reached a settlement in early 2008 to return all 11 aircraft — without recouping much of its investment.
Australia complained that Kaman failed to deliver the aircraft's advanced software systems on schedule. Kaman acknowledges this, attributing the delay to a subcontractor, and says the work has since been completed.
The company denies that the aircraft were ever unsafe, as some in Australia alleged, and Kaman said the U.S. military operated an earlier version for decades without any serious problems. The company also pointed out that Australia never acquired the type of naval ships that were to serve as the Seasprites' platform.
As part of the 2008 settlement, Kaman forgave more than $30 million that Australia still owed, and promised to pay the nation about $25 million regardless of whether Kaman is able to resell the aircraft.
Kaman took a Seasprite to the Black Sea Defense and Aerospace Exhibition and Conference in Bucharest, Romania, in the fall of 2008 to advertise its availability, and has since entertained potential buyers in Bloomfield for test flights.

The first four upgraded Lynx Mk9 helicopters, which are to be sent to Afghanistan, have re-entered service, with three of the aircraft now being used for training, prior to deployment, at 9 Regiment Army Air Corps in Dishforth, North Yorkshire
The upgrades on initially twelve Mk9s were ordered by the MOD a year ago, with upgrades on the remaining ten aircraft likely to follow.
The Mk9a benefits from a considerably more powerful engine that enables operation in the challenging hot and high conditions of Afghanistan and the same engine is also being fitted to the new Lynx Wildcat which is expected to be delivered to the military from 2014.Lift capacity in the Mk9a is increased by 1 tonne over the earlier version.
Other improvements include an updated instrument panel and digital displays and a modified gearbox and rear structure to accommodate the new powerplant. The remainder of the twelve helicopters will be delivered over this next year from AgustaWestland's factory at Yeovil, Somerset.
Their role will include fire support, troop transport and casualty evacuation.

AYUDA NORTEAMERICANA A HAITI/US SUPPORT TO HAITI

The Air Force airdropped more than 14,000 packaged meals and water supplies into Haiti’s capital Monday in an attempt to overcome severe supply bottlenecks, including a lack of fuel, that are still plaguing relief efforts
The Pentagon had said previously it was hesitant to use airdrops because it could start riots among Haitians suffering from hunger since last week’s earthquake.
“There is no other way” to effectively distribute aid right now, said Agron Ferati of International Medical Corps, a medical aid agency.

Air Force brings order to chaotic air traffic
When Air Force special operations controllers stepped off a transport plane Wednesday night at Haiti’s main airport, they found chaos.
One day after the earthquake struck, relief planes were coming in from all directions, landing on a first-come-first-served basis and getting too close to one another on the ground. Nobody was coordinating. Aid wasn’t moving.
The air-traffic control tower was damaged and unsafe. So Tech. Sgt. Chris Grove, whose expertise extends to calling in airstrikes from the ground in Iraq and Afghanistan, brought his squad to a spot near the runway and set up what would become an air-traffic control center. They went to talk to pilots on the ground.
“We told them, hey, we’re Air Force combat controllers. We’re taking over the airfield,” Grove said. From a dirt patch, two young American sergeants began directing air traffic for one of the largest humanitarian operations in history.

F-15 SILENT EAGLE

------------------------------------------------------------------------------
With radar-cross-section (RCS) trials for Boeing’s Silent Eagle semi-stealthy F-15 prototype complete, company officials are now focusing on South Korea as a possible first customer.

The RCS testing took place during a two-week period last August and September, although Boeing has only just acknowledged it. The company is eyeing South Korea’s forthcoming F-X3 competition for 60 fighters as the first sales opportunity for the Silent Eagle. Boeing is developing the variant for international customers that already operate F-15s and are seeking additional aircraft. The system is a possible alternative for nations interested in the Lockheed Martin F-35. buto the Silent Eagle is not as stealthy as the JSF, but it is cheaper.
The RCS testing is a step leading toward first flight, which is slated for late July.
Following the weapons demo, the team will turn its attention toward marketing and sales. Bass says the company has not tempered its hope of selling 190 Silent Eagles despite lackluster support from Israel, which is aggressively pursuing the F-35.
South Korea is expected to issue a request for proposals by early 2011 for new fighters. At a later date, Saudi Arabia may accept solicitations to replace up to 80 early model F-15s.Singapore is also a possible customer.
Boeing has cited a rough cost for Silent Eagle of $100 million per aircraft, although that would depend on factors such as co-development plans that have not yet been established.
