Argentina’s push to rebuild its armed forces through privatization funds


Argentina has announced a new initiative aimed at rebuilding its long-neglected military capabilities by allocating 10% of revenues from privatizations to a dedicated defense fund. The measure, confirmed by presidential spokesperson Manuel Adorni under the administration of Javier Milei, reflects a broader attempt to address decades of underinvestment in the country’s armed forces.

Since the Falklands War in 1982, Argentina’s military has faced persistent budgetary constraints, limited modernization, and the long-term effects of international embargoes and political restrictions. As a result, many of its platforms have aged without adequate replacement, leaving significant capability gaps across all branches.

The newly proposed funding model seeks to bypass traditional budget limitations by linking defense spending to revenues generated from the sale of state assets, including public companies, land, and other government holdings. Estimates suggest that between $1.5 and $3 billion could be raised over time, depending on the pace and success of privatization efforts.

This approach does not guarantee a steady flow of funds, but it provides a potential mechanism to finance major acquisitions without placing additional strain on Argentina’s fiscal balance. In that sense, it represents both a financial workaround and a political signal: defense is once again being framed as a long-term state priority.

Recent developments suggest that this shift is already translating into concrete steps. Argentina has moved forward with the acquisition of Danish F-16 Fighting Falcon fighters, marking a significant upgrade in its air combat capabilities. At the same time, discussions are reportedly underway regarding the possible procurement of UH-60 Black Hawk helicopters, which would enhance tactical mobility, logistics, and rapid deployment capabilities.



Beyond aviation, the broader modernization effort also appears to include plans for new naval assets, armored vehicles, and potentially even submarine programs. While many of these initiatives remain at an early or exploratory stage, they point to a more comprehensive attempt to rebuild Argentina’s military posture after decades of relative stagnation.

From a strategic perspective, the initiative can be interpreted as an effort by the Milei administration to confront a long-standing structural issue. Rather than relying solely on incremental budget increases, the government is attempting to inject capital into the defense sector through extraordinary means, leveraging privatization as a funding source.

Whether this model proves sustainable will depend on multiple factors, including the success of privatizations, political continuity, and broader economic conditions. However, the intent is clear: Argentina is seeking to reverse years of decline and reestablish a minimum level of credible military capability.

🇦🇷 Argentina in talks to acquire UH-60 Black Hawk helicopters

 


Argentina’s interest in the UH-60 Black Hawk has resurfaced once again, following renewed contacts with the United States. While no agreement has been finalized, recent meetings suggest that the possibility of acquiring the platform is back on the table after several stalled attempts in recent years.

The potential deal is being discussed within the framework of ongoing defense cooperation between Buenos Aires and Washington. High-level engagements, including meetings at the Pentagon, point to a structured negotiation process rather than an early-stage inquiry. However, as with previous efforts, discussions remain conditional and far from a signed contract.

Argentina is not currently an operator of the Black Hawk in a military sense. Although a VH-60 variant exists in a presidential transport role, the country’s armed forces do not field the helicopter as part of their operational fleet. This distinction is important, as the acquisition would represent not just an expansion, but the introduction of a new capability.




From an operational perspective, the Black Hawk would address a clear requirement. Argentina’s rotary-wing fleet has long relied on upgraded Huey platforms, which continue to serve but are increasingly limited in terms of payload, range and survivability. A transition to the UH-60 would significantly enhance tactical mobility, particularly in demanding environments and in support of ground forces.

This is not the first time Argentina has pursued the platform. Previous acquisition attempts, including a formal process launched in recent years, were ultimately halted due to financial constraints. Budgetary limitations remain a key variable, and will likely determine whether current talks progress beyond the negotiation stage.

Beyond the platform itself, any potential acquisition would also involve training, logistics and long-term sustainment considerations. These elements are often decisive in shaping final outcomes, particularly for countries seeking to introduce a new system into their force structure.

Portugal Seeks Additional UH-60 Black Hawk Helicopters to Strengthen Medevac Capability

 

The Portuguese Air Force (Força Aérea Portuguesa – FAP) is moving forward with plans to further expand its medium-lift helicopter fleet, launching a tender to acquire four additional modernised Sikorsky UH-60 Black Hawk helicopters. The new aircraft will be primarily dedicated to aeromedical evacuation (MEDEVAC) and emergency transport missions.

According to official documentation, interested companies have until 19 January to submit proposals under a tender issued on 19 December 2025 by the Administrative and Logistic Command of the Air Force. The contract is valued at €32 million (approximately USD 37 million), underlining Portugal’s continued investment in rotary-wing capabilities for both military and civil support roles.

These four helicopters will complement an already expanding Black Hawk fleet within the FAP. In 2022, Portugal acquired six modernised UH-60A Black Hawk helicopters from United Aero Group, marking the type’s introduction into Portuguese service. This was followed in 2024 by an order for three modernised UH-60L aircraft from Ace Aeronautics.

A significant portion of these acquisitions has been funded through the European Union’s Recovery and Resilience Facility (RRF), reflecting how dual-use military assets—especially those supporting disaster response and medical evacuation—are increasingly aligned with broader EU resilience and security objectives.

The UH-60 Black Hawk offers a proven platform for MEDEVAC operations, with the ability to operate in adverse weather, day or night, and from austere locations. For Portugal, these capabilities are particularly relevant given the country’s geography, wildfire response requirements, overseas commitments, and the need to support both civilian authorities and NATO operations when required.

While the tender does not specify a particular variant beyond “modernised” UH-60s, it suggests continuity with Portugal’s existing approach: acquiring refurbished airframes upgraded with modern avionics, mission systems, and medical configurations rather than brand-new helicopters.

Rather than pursuing a large one-time purchase, Portugal appears to be following a phased fleet-building strategy, gradually increasing numbers while standardising training, logistics, and maintenance around a single helicopter family. This approach helps control costs while delivering tangible operational improvements.

If completed, the new acquisition would bring Portugal’s UH-60 fleet to at least 13 aircraft, significantly enhancing the Air Force’s ability to conduct sustained aeromedical evacuation and emergency transport missions both at home and abroad.

U.S. Army to Reduce Black Hawk Fleet by 8% in Preparation for Future Assault Aircraft


The U.S. Army is set to reduce its UH-60 Black Hawk fleet by about 8%, cutting approximately 157 helicopters from its active-duty component. This reduction is part of the preparation for introducing the Future Long-Range Assault Aircraft (FLRAA) in the early 2030s as a replacement.

Last year, Textron-Bell’s V-280 Valor tiltrotor aircraft was chosen to replace the 40-year-old Sikorsky-made UH-60. The Army plans to replace the Boeing-made AH-64 Apache attack helicopter with the Future Attack Reconnaissance Aircraft and is currently evaluating competitive demonstrator aircraft from two companies.

McCurry emphasized the importance of balancing current readiness with future procurement and fielding. The Black Hawk fleet grew to over 300 aircraft from the early 2000s to support higher end strength during deployments in Iraq and Afghanistan. With a smaller force today, the Army no longer requires the entire fleet, reducing it from 2,135 to 1,978 aircraft.

The removal of the oldest Alpha and Lima models from the active component aims to reduce the fleet's age, lower long-term maintenance needs, and address critical parts challenges. The Army plans to sell these Black Hawks through Foreign Military Sales transactions or exchange and sales programs, each estimated at around $2 million per aircraft.

The timeline for removing these helicopters from the fleet is yet to be determined, pending fleet health assessments by Program Executive Office Aviation and Army Aviation and Missile Command. Additionally, the Army intends to upgrade its Mike-model Black Hawks and provide Victor models, identical to the Mike model, to the Army National Guard.

However, efforts to equip Black Hawks with new engines through the Improved Turbine Engine Program have been delayed due to technical and supply chain issues. The Army also plans to assess the size of the Boeing-manufactured CH-47 Chinook cargo fleet to align with the service’s force structure and end strength.

While the CH-47 Chinook fleet is under review, the AH-64 Apache attack helicopters will not undergo a similar examination at this time due to existing shortages resulting from recent losses.

Czech Republic to replace their Mi-24 with Bell UH-1Y/AH-1Z or Sikorsky UH-60M Black Hawk helicopters.

The US Department of State has given its approval to potential deals that could equip the Czech Republic with Bell UH-1Y/AH-1Z or Sikorsky UH-60M Black Hawk helicopters.
Detailed by the US Defense Security Cooperation Agency (DSCA) on 3 May, a possible Foreign Military Sales purchase by Prague could involve either an initial four AH-1Zs or 12 UH-60Ms.
Armaments proposed for the AH-1Z include the Lockheed Martin AGM-114 Hellfire air-to-surface missile and a nose-mounted 20mm cannon, while the UH-60M would feature BAE Systems Advanced Precision Kill Weapon System guided rockets and machine guns.
Prague had previously expressed an interest in acquiring up to 12 UH-1Ys. Bell completed production of the type for the US Marine Corps last year, with no export orders yet secured for the type.

Afghanistan begins Black Hawk operations


The Afghan Air Force (AAF) flew its first operational mission with its recently acquired Sikorsky UH-60 Black Hawk helicopters on 7 May.
The mission, which was disclosed by the 438th Air Expeditionary Wing, saw at least three helicopters fly in support of Afghan provincial elections.
The AAF is set to receive 159 Black Hawks by 2020 as the United States transitions the country’s armed forces over from its approximately 80 Russian-built Mil Mi-17 ‘Hip’ helicopters that are nearing the end of their service lives. To date, eight have been received over two batches in September 2017 and January 2018, with the first six pilots having graduated from training in November 2017.
Before entering into Afghan service, these former US Army aircraft first undergo a major refurbishment and upgrade.

Jordan completes Black Hawk deliveries

The Royal Jordanian Air Force (RJAF) has received into service its final batch of new Sikorsky S-70 Black Hawk helicopters.
Delivery of the final UH-60M-standard platforms aboard a US Air Force (USAF) Boeing C-17 Globemaster III strategic airlifter took place in December 2017, and was part of a wider handover that included 12 such helicopters supplied to the kingdom over the nine months.
The build-up of the RJAF’s Black Hawk inventory is geared at reinforcing the defence of border security against Islamic State forces in neighbouring Syria and Iraq, and to enable the Royal Jordanian Army’s Quick Reaction Forces to immediately deploy anywhere in the country. The US Congress appropriated USD470 million in 2017 to the Jordanian armed forces, including training for pilots, crew chiefs, and maintenance technicians, as well as spare parts, ground equipment, weapons, ammunition and shelters for the Black Hawks.

Afghanistan receive first Black Hawk helos

The Afghan Air Force (AAF) received on 18 September its first batch of Sikorsky UH-60 Black Hawk utility helicopters.
The delivery, which was announced on the same day on the Facebook page of the 438th Air Expeditionary Wing (EAW), saw two UH-60s arrive at Kandahar Airfield in southern Afghanistan aboard a US Air Force (USAF) Boeing C-17A Globemaster III transport aircraft.
The AAF is set to receive 53 Black Hawks as the United States transitions the country’s armed forces over from its approximately 80 Russian-built Mil Mi-17 'Hip' helicopters. These former US Army aircraft are undergoing a major refurbishment and upgrade effort prior to delivery to Afghanistan. No delivery timeline has been disclosed.

Mexico orders more Black Hawk helos

Sikorsky has been awarded a USD54.9 million contract to build seven "uniquely configured" UH-60M Black Hawk utility helicopters for Mexico, the US Department of Defense (DoD) announced on 12 April.
The contract is due to be completed on 28 February 2019.
The UH-60M is already in service with the Mexican Air Force, navy, and Federal Police, although this latest contract notification does not disclose an end user.
The UH-60M is the newest Black Hawk variant in service, and incorporates more powerful and reliable General Electric T700-GE-701D engines, enhanced rotor blades, and a fully digital 'glass' cockpit.

Poland To Cut Caracal Order, Reconsider Black Hawk, AW149

Poland’s has announced plans to decrease the amount of the Caracal EC725 helicopters the country is to acquire from Airbus Helicopters. This would allow the ministry to also purchase Black Hawk and AW149 helos from Sikorsky and AgustaWestland, respectively.
The decision comes following the forming of Poland’s new government in November by the conservative Law and Justice (PiS) party. Last April, the previous Cabinet decided to order 60 multi-role helos from Airbus Helicopters to replace the Polish military’s Soviet-designed Mil Mi-8, Mi-14 and Mi-17 copters.
Sikorsky’s local subsidiary PZL Mielec makes the Black Hawk, while AgustaWestland’s PZL Swidnik offshoot produces the AW149.

Second batch of UH-60s arrive in Taiwan

The second batch of four Republic of China Army (RoCA) Sikorsky UH-60M Black Hawk helicopters arrived in at Kaohsiung Harbour in Taiwan on 24 May.
Taiwan is set to receive 60 UH-60Ms. The first four platforms arrived in country in December 2014. The aircraft would arrive in seven batches with a completion date of 2018.

Slovak 'Hip' replacement settles on nine Black Hawks

Slovakia announced on 29 April that it will buy nine Sikorsky UH-60 Black Hawk medium-lift utility helicopters.
The MoD will procure the helicopters via the US Department of Defense's Foreign Military Sales (FMS) programme. The procurement price will include full life-cycle support for the aircraft as well as training for aircrews and ground personnel.

Mexico To Buy Three UH-60M

The US State Department has made a determination approving a possible Foreign Military Sale to Mexico for UH-60M Black Hawk Helicopters.
The Government of Mexico has requested a possible sale of three UH-60M Black Hawk helicopters, six T700-GE-701D Engines, six H-764G Embedded Global Positioning System/Inertial Navigation Systems (EGIs), six M134 7.62mm Machine Guns, three Star Safire III Forward Looking Infrared Radar Systems, three Aviation Mission Planning Systems, twelve AN/AVS-9 Night Vision Goggles, and one Aviation Ground Power Unit. Also included are spare and repair parts, support equipment, communication equipment, facility construction, air worthiness support, publications and technical documentation, personnel training and training equipment, warranties, U.S. Government and contractor technical, engineering, and logistics support services, and other related element of logistics and program support.
The sale of these UH-60M helicopters to Mexico will significantly increase and strengthen its capability to provide in-country airlift support for its forces engaged in counter-drug operations.
The principal contractors will be the Sikorsky and General Electric Aircraft.

Potential FMS of 9 UH-60Ms Black Hawk to Slovakia

The US State Department has made a determination approving a possible Foreign Military Sale to Slovakia for UH-60M Black Hawk Helicopters and associated equipment.
The Government of Slovakia has requested a possible sale of nine UH-60M Black Hawk Helicopters in standard U.S. Government configuration with designated unique equipment and Government Furnished Equipment (GFE); twenty T700-GE-701D Engines (18 installed and 2 spares); twenty Embedded Global Positioning Systems/Inertial Navigation Systems; two Aviation Mission Planning Systems; one Aviation Ground Power Unit; eleven AN/APX-123 Identification Friend or Foe Transponders; twenty Very High Frequency (VHF)/Digitally Selective Calling AN/ARC-231 radios; eleven ARN-147 VHF Omni Ranging/Instrument Landing System (VOR/ILS); eleven AN/ARN-153 Tactical Air Navigation Systems; and eleven AN/ARC-201D Single Channel Ground and Airborne Radio Systems radios. Also included are aircraft warranty, ammunition, air worthiness support, facility construction, spare and repair parts, support equipment, communication equipment, publications and technical documentation, personnel training and training equipment, site surveys, tool and test equipment, U.S. Government and contractor technical and logistics support services, and other related element of program and logistics support.

Brunei confirms Black Hawk transfer to Malaysia

Brunei confirmed its intention to transfer its S-70As Black Hawks to Malaysia on 28 January.
In a statement titled 'Defence Co-operation between Brunei Darussalam and Malaysia', the Brunei Ministry of Defence said that the transfer of the Royal Brunei Air Force (RBAF) S-70As to Malaysia would take place in September when the RBAF's S-70i Black Hawks become operational.
The ministry did not state how many helicopters would be transferred, but the RBAF has four S-70As in service.
The statement ended by saying that the transfer would contribute to the capabilities of the Malaysian armed forces and to the efforts of the two countries in maintaining regional peace and stability.

Slovakia eyes Black Hawk buy

Slovakia is leaning towards the purchase of Sikorsky UH-60 Black Hawk helicopters after receiving promises from the US government over support for the acquisition.
Slovak defence minister,said that new rotorcraft could be acquired through the Foreign Military Sales mechanism.
The helicopters would arrive gradually, but the first two examples could potentially be delivered by year-end.

Slovakia considering US Black Hawk offer

Slovakia is seriously considering an offer proposed by the US government to procure nine Sikorsky UH-60 Black Hawk helicopters from the US via the Foreign Military Sales (FMS) programme.
Slovakia is seeking to replace its fleet of Russian-made Mi-17 'Hip' medium transport helicopters because of the cost of their maintenance and to reduce dependence on supplies of spare parts from Russia.
In September the MoD announced plans to procure two Alenia C-27J Spartan transport aircraft. The MoD is now looking to retire its MiG-29 'Fulcrum' fighters and Mi-17 helicopters, and replace them with Western aircraft.

Mexican Navy to get five more UH-60M Black Hawk

Sikorsky Aircraft has been awarded a contract modification for five more uniquely configured UH-60M Black Hawk helicopters for the Mexican Navy (Armada de México - AdM).
Sikorsky is expected to complete manufacturing the UH-60Ms by 30 May 2016.
In September the Pentagon announced a contract for eight of the utility helicopters for the AdM and another deal for 18 'green' UH-60Ms for the Mexican Air Force (Fuerza Aérea Mexicana - FAM).
As the most modern variant of the Black Hawk, the UH-60M incorporates more powerful and reliable General Electric T700-GE-701D engines, enhanced rotor blades and a fully digital 'glass' cockpit.
The Mexican Federal Police (Policía Federal - PF) also operate the UH-60M. Three UH-60Ms were delivered to the AdM in August 2011, with the PF also receiving three at the same time.
The navy UH-60Ms differ slightly from those to be operated by the air force in that they are equipped with a winch and auxiliary fuel tanks. Both the AdM and PF platforms are also fitted with a forward-looking infrared (FLIR) sensor, which is not listed as being requested for the FAM's UH-60Ms.

Taiwan to take delivery of first batch of Black Hawks in December

Taiwan will begin taking delivery of UH-60 Black Hawk helicopters from the United States by the end of this year, with the first batch of six of the 60 aircraft set to arrive in mid-December.
The helicopters will be shipped to Taiwan in seven batches, with the final batch scheduled to arrive in 2018.
The U.S. government announced in early 2010 that it was selling Taiwan the 60 UH-60 Black Hawk.
They will be mainly used for transportation by the Army, while 15 of them will be used for disaster relief.
They will replace the Army's aging fleet of UH-1H utility helicopters.

Mexico orders 18 UH-60M Black Hawk

Sikorsky has been awarded a contract to build 18 UH-60M Black Hawk utility helicopters for Mexico.
The contract,announced by the US Department of Defense (DoD) on 15 September, covers the manufacture of 18 'green' UH-60M helicopters for the Mexican Air Force (Fuerza Aérea Mexicana - FAM).
In procuring the UH-60M, the FAM is looking to enhance its counter-narcotics capabilities. As the most modern variant of the Black Hawk helicopter, the UH-60M incorporates more powerful and reliable General Electric T700-GE-701D engines, enhanced rotor blades and a fully digital 'glass' cockpit.
