Spain Urges France to “Unblock” FCAS as Tensions Escalate

 

Spain has publicly raised the pressure on France over the stalled Future Combat Air System, marking a notable shift as the dispute surrounding Europe’s next-generation fighter moves from industry circles into the political arena.

Speaking in Nicosia, Prime Minister Pedro Sánchez called on France to unblock the program “once and for all,” in unusually direct language. While avoiding naming Paris explicitly, Sánchez made clear that one of the three partners—France, Germany and Spain—was hindering progress. “It is one third Spain, one third Germany and one third France. One of those thirds, and it is not Spain, appears to be facing difficulties in launching this cooperation,” he said.

The remarks come at a critical moment for the FCAS program, as mediation efforts between Dassault Aviation and Airbus have so far failed to resolve a dispute over industrial leadership. Dassault is pushing to act as prime contractor for the Next Generation Fighter (NGF), while Airbus, representing German and Spanish interests, advocates for a more balanced workshare model.

Sánchez’s intervention highlights growing frustration in Madrid, where the program is seen not only as a major industrial project—valued at around €100 billion—but also as a cornerstone of Europe’s future defense autonomy. Spain’s participation, led by Indra, represents roughly a third of the overall effort, making delays increasingly difficult to justify politically.

Beyond the immediate industrial disagreement, the Spanish Prime Minister framed the issue in broader strategic terms. He reiterated his support for deeper European defense integration, including the long-term goal of a European army, stressing that such ambitions require strong, cooperative industrial programs like FCAS.

The timing of these comments is significant. With mediation efforts nearing their deadline and doubts growing in Germany about the viability of a single joint fighter, the program now faces a decisive phase. Alemania estudia ampliar su flota de P-8A Poseidon

 


Alemania podría reforzar aún más sus capacidades de patrulla marítima ante la posibilidad de un nuevo pedido del Boeing P-8A Poseidon. Aunque no hay una decisión oficial, diversas informaciones apuntan a que Berlín estaría evaluando la adquisición de hasta cuatro aeronaves adicionales.

Alemania ya ha comprometido una flota de ocho P-8A Poseidon, destinados a sustituir a los veteranos P-3C Orion y a mejorar significativamente sus capacidades de guerra antisubmarina y vigilancia marítima. El avión, fabricado por Boeing, es utilizado ampliamente por más de la OTAN y está considerado como uno de los sistemas más avanzados de su categoría.

Ampliar la flota hasta unas doce unidades proporcionaría mayor flexibilidad operativa y una cobertura más sostenida, especialmente en zonas estratégicamente sensibles como el mar Báltico y el Atlántico Norte. Todo ello en un contexto de creciente atención a la seguridad marítima y a la actividad submarina en aguas europeas.

No obstante, esta posible ampliación sigue en fase exploratoria. Factores como el presupuesto, las necesidades operativas y otras prioridades de defensa serán determinantes para que Alemania dé el paso definitivo.

Aun así, esta posibilidad refleja una tendencia clara: Alemania continúa reforzando progresivamente sus capacidades de vigilancia marítima y guerra antisubmarina en respuesta a un entorno de seguridad cada vez más exigente.

FCAS Given 10 Days as Fighter Dispute Deepens


Europe’s flagship air combat program, the Future Combat Air System, is entering a critical phase as France and Germany give mediators just ten more days to resolve a deep industrial dispute at the heart of the project.

According to opex360.com and confirmed by Reuters, recent mediation efforts between Dassault Aviation and Airbus have failed to produce an agreement. The two sides remain divided over governance and leadership of the Next Generation Fighter (NGF), the manned aircraft at the center of the FCAS system.

Dassault insists on acting as prime contractor, arguing that a single leader is essential for such a complex program. Airbus, backed by German industry and political support, rejects this model and advocates for a more balanced partnership, similar to past multinational programs.

The disagreement has reached a point where alternative scenarios are openly discussed. Airbus leadership has suggested that, if no agreement is possible, the fighter component could be separated from the broader program. This would potentially lead to the development of multiple European combat aircraft rather than a single joint platform—effectively reshaping the original FCAS vision.

Despite the tensions, both sides appear willing to preserve what is increasingly seen as the core of the program: the “combat cloud.” This network-centric architecture aims to connect manned and unmanned platforms, sensors, and weapons into a single operational ecosystem.

FCAS Mediation Fails as Joint Fighter Concept Comes Into Question

 


The long-running industrial dispute at the heart of Europe’s flagship air combat program has reached a critical point. According to Reuters, mediation efforts between French and German stakeholders in the Future Combat Air System (FCAS) have failed to produce a resolution—raising fresh doubts about the future of the project’s central pillar: a jointly developed manned fighter aircraft.

Citing sources familiar with the talks, German newspaper Handelsblatt reports that the mediators—appointed to bridge differences between industry players—will submit separate conclusions, rather than a unified agreement. More significantly, one source indicated that the German mediator may conclude that the joint fighter concept itself is no longer viable in its current form.

If confirmed, this would mark a profound shift in one of Europe’s most ambitious defense programs. FCAS has long been built around the idea of a next-generation manned combat aircraft, supported by unmanned systems and a networked combat cloud. Questioning the feasibility of the fighter component would effectively redefine the entire program.

At the core of the dispute lies a struggle over industrial leadership and intellectual property. France’s Dassault Aviation and Airbus—representing German and Spanish interests—have been unable to agree on the division of responsibilities, particularly regarding the development of the fighter jet itself. Germany moves to relaunch FCAS amid growing tensions

 


According to Frankfurter Allgemeine Zeitung, Germany is making a renewed effort to relaunch the FCAS programme at a time when internal tensions and industrial disputes have pushed it to the brink.

German Chancellor Friedrich Merz has stated that he is willing to do “everything” necessary to ensure the success of the project, marking a clear political shift after months of stagnation and uncertainty.

At the core of this renewed push is the appointment of mediators tasked with breaking the deadlock between the main industrial actors. A German and a French representative are expected to present concrete proposals before the end of April, suggesting that the situation has reached a critical phase where political intervention is now unavoidable.

On the French side, former head of the DGA, Laurent Collet-Billon, has been appointed as mediator. His profile is particularly relevant: an experienced negotiator with a track record in complex defence-industrial agreements, including the creation of KNDS. His involvement signals that Paris is taking the mediation process seriously.

The underlying issue remains the long-standing dispute between Dassault Aviation and Airbus over workshare and leadership of the Next Generation Fighter, the core element of FCAS. This disagreement has effectively stalled progress for months and raised doubts about the programme’s viability.

Merz himself admitted that earlier this year he was close to abandoning the project altogether, highlighting how fragile the situation had become. His decision to push forward appears driven less by industrial logic and more by strategic considerations, particularly the need for Europe to retain autonomy in key defence technologies.

From a broader perspective, FCAS was originally conceived to reduce dependence on the United States in critical areas such as upgrades, software control, and next-generation combat systems. However, shifting political priorities in Germany following the end of Donald Trump’s presidency contributed to a loss of momentum, leaving the programme in a prolonged state of uncertainty.

Now, with mediation underway and a clear deadline in place, the coming weeks could prove decisive. The success or failure of this process will likely determine whether FCAS can be stabilised—or whether Europe’s most ambitious defence aviation programme risks fragmentation.

🇩🇪 Germany’s First F-35A Enters Final Assembly Phase

Germany’s F-35 program continues to move forward, with the first F-35 Lightning II aircraft for the Luftwaffe reaching a key production milestone. The jet has now entered the final assembly phase at Lockheed Martin’s Fort Worth, Texas facility.

After progressing through the mile-long production line, the aircraft was lifted by an overhead crane into the final assembly station.

At this stage, the airframe has been structurally completed, with its wing, forward fuselage, center fuselage and aft fuselage joined.

These sections were aligned and integrated using an advanced electronic mate and alignment system, supported by laser-guided tooling—one of the defining features of F-35 production.

For the first time, the aircraft is in a “weight-on-wheels” configuration, marking a visible step toward completion.

During final assembly the engine will be installed, control surfaces will be added and final onboard systems will be integrated. 

Following final assembly, the aircraft will undergo painting and surface finishing and application of its low-observable (stealth) coating

These steps will prepare the jet for its first flight and official rollout, expected later this year.

This aircraft is one of the first eight German F-35As currently in production. Major assembly for these jets began in December 2024 at the Marietta, Georgia facility.

The German F-35 Program in Context

Germany finalized a contract in December 2022 to acquire 35 F-35A aircraft, in a deal valued at approximately €10 billion, including aircraft and engines, mission systems and weapons and support equipment and training and logistics

The F-35A will replace Germany’s aging Tornado fleet and ensure continuity of key operational roles within NATO, including the nuclear-sharing mission.

Recent reports suggest that Berlin is considering expanding its F-35 fleet beyond the initial 35 aircraft.

Some sources indicate discussions that could lead to the acquisition of additional jets, potentially doubling the fleet size. However, no final decision has been confirmed.

The entry of Germany’s first F-35A into final assembly marks a significant step in the program’s timeline. Beyond its industrial importance, it signals steady progress toward the introduction of a new generation capability within the Luftwaffe.

As production advances and deliveries approach, attention will increasingly shift from manufacturing to operational integration.

Beyond Patriot: Spain May Be Exploring a European Air Defense Solution


Recent reports of a cooperation agreement between Indra and Diehl Defence on ground-based air defense systems may represent more than just an industrial partnership.

While details remain limited, the agreement could hint at a broader strategic direction for Spain: greater participation in European air defense technology and reduced dependence on non-European systems.

A Logical Industrial Partnership



The collaboration between Indra and Diehl makes sense from a technological perspective.

Diehl Defence is the manufacturer of the IRIS-T SLM, one of Europe’s most modern ground-based air defense systems. The system has gained significant attention in recent years following its operational deployment in Ukraine, where it has been credited with strong performance against cruise missiles, drones, and aircraft.

Indra, on the other hand, is one of Europe’s leading developers of advanced radar systems, sensor networks and command-and-control software

These capabilities are essential components of modern integrated air defense systems.

In practical terms, this means Spain could contribute radar, sensors, and system integration, while Diehl provides the missile and launcher technology.

Spain’s Current Air Defense Situation

At present, Spain’s long-range air defense capability is largely based on the MIM-104 Patriot, operated by the Ejército de Tierra.

However, the number of available systems is limited, and like many NATO countries, Spain faces growing pressure to strengthen its layered air defense architecture.

Across Europe, the trend is clear: countries are investing in multi-layered air defense, combining long-range missile defense with medium-range and short-range systems designed to counter drones, cruise missiles, and aircraft.

The European Context: Sky Shield

Germany has been actively promoting the European Sky Shield Initiative, a project aimed at building a coordinated European air defense network.

Within that concept:

  • long-range missile defense systems handle ballistic threats
  • medium-range systems like IRIS-T provide area defense
  • short-range systems counter drones and low-altitude targets

If Spain were to adopt or participate in the IRIS-T ecosystem, it could integrate more deeply into this European defense architecture while ensuring industrial participation for its own companies.

Beyond the military dimension, the partnership could have major implications for Spain’s defense industry.

Participation in a European air defense program could allow Spain to integrate Indra radar technology into future systems, secure industrial workshare and production opportunities and develop expertise in networked air defense architecture

In other words, Spain would not simply be buying a system, but participating in its development and evolution.

A Step Toward Strategic Autonomy?

The agreement does not necessarily mean Spain will purchase IRIS-T systems in the near future. Industrial cooperation agreements often precede procurement decisions by several years.

However, the timing is notable. As European countries reassess their defense posture and supply chains, partnerships like this may represent an early step toward greater European defense technological independence.

If the cooperation deepens, Spain could eventually play a significant role in the next generation of European integrated air defense systems.

India’s Growing European Air Power Ties: Rafale, C-295 and the FCAS Question

 

Recent chatter suggests India is “joining” the Future Combat Air System (FCAS). 

Rumors about Indian involvement in FCAS intensified after India’s approval to purchase additional Rafale fighters. Analysts suggest that the timing of the Rafale deal has fueled speculation that New Delhi might be looking for broader collaboration with European aerospace programs, potentially including 6th-generation projects.

India’s purchase of Airbus C‑295 transport aircraft from Spain adds another layer to this growing European connection. The deal demonstrates that India is not only procuring advanced combat aircraft like the Rafale, but also integrating European platforms into its operational fleet, potentially easing future cooperation in joint programs.

India currently holds observer status in the Eurodrone programme, Europe’s MALE RPAS project, giving it insight into collaborative aerospace projects without committing to a fighter programme. This formal link has sparked speculation about whether New Delhi could eventually participate in FCAS, the 6th‑generation European fighter system involving France, Germany, and Spain.

Analysts argue that India’s AMCA project, still years from maturity, might benefit from collaboration on advanced technologies, cost-sharing, or operational concepts. At the same time, Europe is exploring partnerships beyond the core nations due to internal program tensions.

These moves signal a broader strategic approach: India is building closer operational and industrial links with European partners, gaining access to advanced technology and joint-development experience, while keeping its options open for the next generation of combat aircraft.

El bloqueo del FCAS abre la puerta a Saab y al KAAN turco en la carrera por el futuro caza español



El Futuro Sistema Aéreo de Combate (FCAS), el ambicioso programa europeo destinado a dotar a Francia, Alemania y España de un caza de sexta generación y un ecosistema de combate integrado, se encuentra en un punto crítico. A comienzos de 2026, tras más de una década de desarrollo y miles de millones de inversión, el proyecto está prácticamente paralizado debido a tensiones entre Francia y Alemania, que no logran ponerse de acuerdo sobre liderazgo industrial, reparto de competencias y prioridades tecnológicas. La decisión sobre la continuidad del programa se ha aplazado indefinidamente, dejando a España en una posición especialmente delicada: depende del FCAS para reemplazar al Eurofighter y al F-18, pero carece de un “plan B” industrial propio para asegurar la continuidad de su fuerza aérea.
Frente a este bloqueo, España comienza a explorar alternativas internacionales que le permitan garantizar su operatividad y el desarrollo industrial asociado al caza de nueva generación. Dos opciones principales emergen en el horizonte: Turquía, con sus programas HÜRJET y KAAN, y Suecia, a través de Saab, que mantiene abierta la puerta a colaboraciones en un caza de sexta generación o en plataformas complementarias. Ambas alternativas buscan ofrecer a Madrid un camino más estable frente a la incertidumbre del FCAS.

Turquía, el KAAN y el Hürjet como punto de partida 

El HÜRJET, cuya versión para el Ejército del Aire recibe el nombre de SAETA II, el entrenador avanzado turco, ha ganado relevancia internacional tras la firma de un contrato con España para reemplazar sus F-5 a partir de 2028. Más allá de ser un simple entrenador, el HÜRJET está diseñado para preparar pilotos para cazas de quinta generación, integrando fusión de sensores, capacidad de guerra en red y conceptos de colaboración hombre-máquina. Su diseño supersonico, arquitectura abierta y coste operativo relativamente bajo lo hacen atractivo para España, especialmente en el contexto de modernización rápida y con restricciones presupuestarias.
El caza KAAN, en desarrollo por Turkish Aerospace Industries (TAI), complementa la oferta turca como avión de combate de quinta generación. Aunque aún no en servicio, su propuesta incluye capacidades avanzadas de combate aéreo, sigilo limitado y compatibilidad con sistemas de entrenamiento como el HÜRJET, lo que permitiría a España mantener una cadena de formación y operativa coherente en caso de optar por esta vía.

Suecia y Saab


Por su parte, Saab ha expresado su disposición a colaborar con España en programas de caza de próxima generación, incluso ofreciendo opciones más flexibles que podrían adaptarse a las necesidades españolas. La empresa escandinava apuesta por la cooperación industrial abierta, con acceso a tecnologías críticas y participación real en el desarrollo de plataformas tripuladas y no tripuladas. Para España, Saab representa una alternativa confiable y modular, que no dependería de la resolución de conflictos internos entre socios del FCAS y permitiría mantener una industria nacional activa y competitiva.

La posición estratégica de España

España, consciente de que carece del músculo industrial de Francia o Alemania, ha adoptado una posición prudente pero estratégica: no busca liderar ni confrontar, sino asegurar certidumbre, retorno industrial y continuidad operativa. Para Madrid, la prioridad no es tener el FCAS perfecto, sino garantizar que exista un programa que funcione y en el que pueda participar realmente, evitando quedar atrapada en el conflicto franco-alemán o depender completamente de sistemas estadounidenses.
Entre sus prioridades destacan:
  • Certidumbre de calendario y continuidad: el Ejército del Aire necesita saber qué avión tendrá, cuándo y a qué coste. Los retrasos acumulados y la parálisis del FCAS representan un riesgo estratégico.
  • Retorno industrial tangible: España exige que Indra, Airbus España e ITP Aero tengan un papel significativo en sistemas, estructuras y mantenimiento, con acceso a tecnologías críticas y carga de trabajo estable.
  • Flexibilidad para alternativas: Madrid estudia cómo integrarse en programas como el HÜRJET/KAAN o en desarrollos suecos sin comprometer su posición en Europa.

🇩🇪 Germany Orders MQ‑9B SeaGuardian UAS to Augment P‑8A Poseidon MMA


In a significant step to sharpen its maritime surveillance and anti‑submarine warfare (ASW) capabilities, Germany’s Federal Ministry of Defence has ordered eight MQ‑9B SeaGuardian remotely piloted aircraft systems (UAS) from General Atomics Aeronautical Systems, Inc. (GA‑ASI). The acquisition, valued at roughly €1.52 billion (~$1.75–$1.78 billion), was executed through the NATO Support and Procurement Agency (NSPA) and marks a major investment in maritime domain awareness for German naval forces.

The SeaGuardian is a medium‑altitude, long‑endurance (MALE) remotely piloted aircraft (RPA) optimized for maritime intelligence, surveillance, reconnaissance (ISR) and ASW missions. It stems from the MQ‑9B family, a next‑generation design that offers:

Endurance of up to ~30 hours, significantly outlasting manned platforms on patrol. 

A suite of maritime sensors, including multi‑mode radars, electro‑optical and infrared cameras, and acoustic sonobuoy dispensers to detect surface and subsurface contacts. 

Pole‑to‑pole satellite control and certified detect‑and‑avoid systems for safe operations in civilian airspace. 

The configuration selected by Germany allows the SeaGuardian to focus initially on surveillance and reconnaissance, with planned upgrades to full ASW capability — including sonobuoy deployers — slated for the early 2030s. 

Germany is simultaneously expanding its manned maritime patrol fleet with eight Boeing P‑8A Poseidon MMA aircraft, the first of which arrived in November 2025. Together with SeaGuardian, the Poseidon forms a complementary maritime ISR and ASW toolkit:

P‑8A Poseidon: High‑speed (~900 km/h/c. 560 mph), highly capable in sensor payload and weapons delivery (torpedoes, missiles). 

MQ‑9B SeaGuardian: Persistent long‑range presence over sea lanes and choke points with extended loiter times that fill endurance gaps left by crewed platforms. 

In practice, SeaGuardians can patrol broad maritime zones such as the North Atlantic and Baltic Sea, cueing Poseidons or other assets for detailed engagement or prosecution of contacts. 

Interoperability with NATO partners was a key element in Germany’s choice of the MQ‑9B platform. With allies like the UK, Belgium, Poland, and Denmark already acquiring variants of the MQ‑9B series, shared systems simplify coalition planning, training, and logistics. 

Germany plans to operate SeaGuardians from Naval Air Wing 3 “Graf Zeppelin” at Nordholz, the same base tasked with its Poseidon MMA fleet, ensuring integrated command and control. 

The deal includes four certifiable ground control stations, enabling safe unmanned operations even in civilian airspace and bolstering Germany’s ability to conduct wide‑area maritime surveillance with persistent continuity. 

Meanwhile, crew training programs, infrastructure upgrades at Nordholz, and interoperability exercises with NATO allies will prepare German forces for operational employment of the new UAS fleet ahead of active service entry. 

Germany’s investment in the SeaGuardian fleet represents a broader shift toward multi‑layered maritime surveillance and ASW posture. In an era of increasing submarine activity and strategic competition in Europe’s northern and eastern waters, persistent ISR and quick response options are critical to securing sea lines of communication and safeguarding critical infrastructure — from undersea cables to shipping routes. 

This blended force of unmanned and manned systems not only extends Germany’s maritime reach but also strengthens NATO’s collective capacity to monitor and respond to evolving underwater and surface threats.

Germany Bolsters Air Defense with Proposed Purchase of 600 Patriot Missiles


The US State Department has approved a possible Foreign Military Sale (FMS) to Germany of Patriot Advanced Capability-3 Missile Segment Enhancement (PAC-3 MSE) missiles and related equipment, the US Defense Security Cooperation Agency announced on 15 August 2024.

The proposed FMS, which is worth an estimated USD 5.0 billion (EUR 4.55 billion), has been passed to the US Congress for final approval.

Germany has requested to buy up to 600 PAC-3 MSE missiles (including 10 fly-to-buy missiles). Also included in the deal are tools and test equipment plus various aspects of programme, technical, logistics and programme support.

The PAC-3 MSE missile is an agile hit-to-kill interceptor that extends the range of the MIM-104 Patriot air defence system, making it capable of intercepting longer-range theatre ballistic missiles. Germany’s Patriot systems currently use both the PAC-3 MSE interceptor and the PAC-2 GEM-T missile, which is designed to address medium-range ballistic or cruise missiles.

“The proposed sale will improve Germany’s capability to meet current and future threats and increase the defensive capabilities of its military. It will support Germany’s goal of improving national and territorial defense as well as interoperability with US and NATO forces,” the DSCA stated.

The prime contractor for the FMS will be Lockheed Martin out of its facilities in Dallas, Texas.

From Cold War Icon to Modern Warfare, The Panavia Tornado Turns 50



On August 14, 2024, the 50th anniversary of the first flight of the Panavia Tornado was celebrated. This iconic supersonic combat aircraft was developed during the height of the Cold War by a British-German-Italian consortium. Over five decades, nearly 1,000 units were produced in various versions, including IDS for ground attack, ADS for air defense, and ECR for electronic warfare and reconnaissance.

The Tornado entered service in 1979 and quickly became a cornerstone of the air forces of the United Kingdom, Germany, and Italy. Although initially designed to counter the Soviet threat in Europe, the Tornado played an active role in numerous post-Cold War conflicts, such as the Gulf War, the Balkans, the Middle East, and Afghanistan. During the Gulf War in 1991, for example, the Tornado conducted low-altitude bombing missions in a highly dangerous environment, proving its effectiveness and robustness in combat.


Currently, both Germany's Luftwaffe and Italy's Aeronautica Militare continue to operate Tornados, although both countries plan to replace them with the F-35A. Italy expects to retire its last Tornado by 2025, while Germany plans to do so between 2026 and 2030. The UK's Royal Air Force retired its last Tornados in 2019, marking the end of an era.

The Tornado also had one export customer, Saudi Arabia, which acquired 120 of these aircraft, with approximately 80 still in operation. Besides its combat role, the Tornado has undergone continuous upgrades and modernizations over the years to maintain its relevance in the face of evolving threats.



In March 2024, the German Air Force and Airbus unveiled a special livery on one of the remaining Tornados in service, in anticipation of the 50th anniversary of this remarkable aircraft, which remains a testament to international collaboration and engineering excellence.

Germany To Arm Their Eurofighters With Brimstone Missiles


The German Armed Forces' (Bundeswehr) plans to equip their Eurofighter aircraft with Brimstone anti-tank guided missiles, manufactured by the European defense company MBDA. According to Germany's defense procurement plans, they intend to purchase 274 Brimstone missiles, with the Eurofighter Typhoon jets of the German Air Force (Luftwaffe) set to carry this new weapon system. The procurement is expected to involve the signing of a contract in the second quarter of the year.

Arming the German Eurofighter jets with Brimstone missiles will provide them with the capability to strike against surface targets. The Brimstone missile, with a reported range of approximately 20 km when fired from aircraft, has been previously integrated with Eurofighter Typhoon aircraft of the Royal Air Force (RAF) and Britain's Tornado jets.

The Brimstone has been operationally deployed in conflicts such as Afghanistan and Libya, proving to be effective in performing surgical strikes in time-critical missions with day and night capabilities. The Brimstone anti-tank missiles are currently in use in the high-intensity conflict in Ukraine, where the Armed Forces of Ukraine deploy them on ground vehicles.

Potential lifting of Eurofighter sales ban to Saudi Arabia by Germany may facilitate Spain's opportunity to market A400 military transport aircraft.


The German government is no longer concerned over a proposed sale of 48 Eurofighter Typhoons jets to Saudi Arabia, following the kingdom’s help intercepting Houthi-fired missiles aimed at Israel, according to German media reports.

The German Foreign Minister has expressed during a visit to Jerusalem that the German government might lift its veto on the sale of 48 Eurofighter combat planes to Saudi Arabia due to Saudi efforts to "contain the risk of a regional conflagration" against Israel following Hamas' terrorist attacks in October.

The sales operation is led by BAE Systems, which would be responsible for the assembly and delivery of the Eurofighters according to the global distribution among program partners for sales to third countries.

Several German government ministers and other high-ranking officials have supported this idea, under the premise that this sale will bolster Israel's defense.

The policy of Germany’s governing coalition — composed of the Social Democratic, the Green and the Free Democratic parties — was to prohibit weapons sales to parties involved in Yemen’s civil war. Saudi Arabia supports the Yemen government in fighting Houthi rebels, who have aligned themselves with Hamas against Israel. Berlin’s blockade was also grounded in human rights violations committed by Riyadh.

In 2021, the German government ratified the embargo on arms sales to Saudi Arabia imposed after the 2018 assassination of journalist Jamal Khashoggi, and subsequently extended due to human rights violations in the country and the war against the Houthi rebels in Yemen.

Germany, as a co-producer of the jets along with the U.K., Spain and Italy, can veto Eurofigher sales and spares to countries outside of the core user group. The aircraft are made by a consortium of Airbus, BAE Systems and Leonardo.

Saudi Arabia has aircraft manufactured with Airbus origins, including Tornado aircraft (77 active out of 120 acquired), Eurofighter (71 active out of 72), C295 (4), and A330MRTT (6).

If Germany formalizes the end of this veto, it would not automatically mean that Saudi Arabia purchases the Eurofighters. As a result of the veto, the Saudi government is negotiating the possible purchase of 54 Dassault Rafale aircraft.

One country that would benefit considerably from the lifting of this veto would be Spain, as this would mean Saudi Arabia could acquire A400M transports, whose sale was confirmed before the German veto.


In fact, in July 2023, the German government already eased restrictions on the occasional sale of military material to Saudi Arabia, except for combat aircraft, and provided that the material is not used in the war with Yemen or actions related to human rights violations.

At that time, it was stated that each sale would be analyzed individually. This announcement was made during a NATO meeting in Vilnius, Lithuania, attended by German Chancellor Olaf Scholz. He stated in his press statements at the end of the meeting that the sale of Eurofighters to Saudi Arabia was not on his government's agenda in the foreseeable future. Another source close to the German government, under anonymity, confirmed that the authorization for the sale would not occur during the current legislative term ending in late 2025.

The Leopard-2 tanks used by Ukraine are experiencing issues with spare parts.



A similar problem has significantly reduced the capability of the Ukrainian PZH-200. In this instance, the lack of spare parts has seemingly turned sending the tanks to Lithuania into a major issue due to the distances and the time it takes for them to be sent and returned to service.
These tanks, originally sent by Germany to reinforce Ukraine's defense against Russian aggression, have encountered damage and wear from active service. Concerns arise over prolonged repair periods and logistics challenges involved in transporting the tanks to Lithuania for maintenance. Defense Minister Boris Pistorius visited Lithuania to assess the repair situation and addressed concerns to the involved defense companies, emphasizing the need to improve spare parts supply and establish repair capabilities within Ukraine. 
It have been also stressed the necessity for increased support from Germany and advocates for providing long-range cruise missiles to bolster Ukraine's defense against Russian forces amid potential decreases in aid from the United States. Spain Joins NATO Allies in Purchasing 1000 Advanced Patriot Missiles

The NATO Support and Procurement Agency (NSPA) will coordinate the acquisition of a thousand MIM-104 Patriot surface-to-air missiles for a group of four NATO member countries: Spain, Germany, the Netherlands, and Romania. These missiles will be equipped with enhanced guidance known as Guidance Enhanced Missiles-Tactical (GEM-T).

The contract for the MIM-104 Patriot missiles encompasses the qualification of updated components, integration of new suppliers, test equipment, and spare parts to support future maintenance. As per the NSPA, other user nations are expected to benefit from the contract's conditions, observing the missile's current role as the Western anti-aircraft shield, notably evident in Ukraine.

An essential aspect of this joint procurement is that a significant part of the manufacturing will take place in Europe, bolstering its already substantial deployment among NATO allies on this side of the Atlantic. The Alliance's Agency specifies that the production and delivery contract will be awarded to COMLOG, an equally shared joint venture between the American company Raytheon, a part of the multinational RTX Corporation, and the European MBDA, established in 1987 with decades of experience supporting European Patriot operators, primarily Germany, and even the US Army's forces stationed in Europe.

To support the production and planned deliveries of this large-scale contract, COMLOG will expand the GEM-T missile production capacity in Europe. The exact location, whether expanding its current plant in Schrobenhausen (Bavaria, Germany), or constructing additional facilities, remains unspecified.

The new MIM-104 Patriot GEM-T missiles will strengthen air defense capabilities. With extensive combat experience, up to eight European nations (Germany, Spain, Greece, the Netherlands, Poland, and Romania within NATO, along with Sweden and Ukraine) rely on this system for defense against cruise missiles, ballistic missiles, and enemy aircraft.

This contract, emphasized by the NSPA, provides significant benefits to participating MIM-104 Patriot user nations. This multinational procurement program, aligned with the European Sky Shield Initiative (ESSI), offers economies of scale and supports expanding GEM-T missile production capacity to meet escalating demand.

Enhancing the GEM-T missile production capacity in Europe contributes to supply security, crucial in conflicts, as witnessed following Russia's invasion of Ukraine. It aids in replenishing Patriot missile inventories and illustrates strong cooperation among a significant number of European users within NATO, aligning with the ESSI initiative.

"Leading Company Proposes an Intelligence and Electronic Warfare Aircraft to Spain to Fill Critical Capability Gap"

INDRA, a Spanish company specializing in defense technology, unveiled a significant project at the November 2023 International Fighter Conference in Madrid. During the event, they presented a detailed video showcasing the capabilities of a modified Bombardier Global 6000 aircraft.



The video prominently displays a Bombardier Global 6000 transformed into a SIGINT (Signal Intelligence) aircraft with the livery of the Spanish Air Force, explicitly showcasing the aircraft in the colors and with the titles 'Ejército del Aire y del Espacio' (Spanish Air Force).




The aircraft exhibits Integrated Airborne Signal Intelligence Solution and Air SIGINT systems developed by INDRA. Highlighted aspects and functions in the video include the capacity for monitoring the entire spectrum, real-time depiction and information management, data analysis, data fusion, collaborative functions, and air command and control.





This project bears similarity to the one undertaken by the German Luftwaffe involving three Global 6000 business jets set to become the Luftwaffe's new fleet of Pegasus SIGINT aircraft. These jets are currently undergoing extensive modification in Wichita, Kansas, with an expected service entry in 2026 and final deliveries in 2028.


The introduction of this system developed by the Spanish company is expected to fill a capability gap within the Spanish Air Force, which currently lacks dedicated intelligence aircraft. In 2015, the Spanish Air Force decommissioned the Boeing 707 351C Electronic Warfare aircraft, nicknamed 'The Spectrum Queen,' previously assigned to the 47 Mixed Group at Torrejón Air Base.



The Boeing 707 had the capability to intercept, monitor, and record communications or signals across the electromagnetic spectrum. It could detect and listen to enemy unit communications, map radars up to 500 kilometers away, and even video-record a target from a distance of 100 kilometers.

Since the retirement of the Boeing 707, the Spanish Air Force has tested at least one prototype intended as a replacement. This prototype, a Gulfstream G500 SEMA equipped with electronic surveillance technology, proved unsatisfactory and was discarded as a substitute for the B-707. Israel, a country that collaborated with Spain in the Boeing 707's service entry, possesses two similar aircraft modified by Israel Aerospace Industries.

Following these developments, INTEL SIGINT missions continued using a C-212 Aviocar and a Falcon 20 for electronic warfare, albeit with significantly reduced capabilities compared to the Boeing 707. However, these aircraft have also been retired.

Budgetary constraints have hindered the acquisition of a new SIGINT platform since then, exacerbated by strong public spending restrictions imposed by the European Union on Spain since 2012.

Given the critical nature of such missions for gaining an advantage in potential conflicts, Spain's neighbor, Morocco, has planned the acquisition of four G550 AEW aircraft for surveillance, warfare, and electronic intelligence missions. These aircraft will be equipped in Israel by IAI and are already in service in Australia, Israel, Italy, and Singapore.

Moreover, Spain recently retired its last operational Lockheed P-3M Orion maritime patrol aircraft in December 2022, leaving a gap in the Spanish Air Force's capability for maritime patrols and long-range search and rescue (SAR) missions.

To address this gap, Airbus will supply 16 C295W aircraft. Six of these will serve in maritime patrol (MPA) roles, while the remaining 10 will conduct maritime surveillance (MSA) missions. These aircraft will feature the latest Fully Integrated Tactical System (FITS) and mission-specific systems enabling anti-submarine warfare operations. Additionally, it appears these aircraft will be equipped with a magnetic anomaly detection (MAD) system.

Germany has initiated a significant overhaul of its military helicopter fleet with the procurement of up to 82 light-attack versions of Airbus Helicopters' H145 twin-engine aircraft. This acquisition, announced as the largest order for the armed H145M model, is designed to temporarily replace the German Army's Tiger attack helicopters, which have encountered operational challenges.

The decision, confirmed by the German Parliament's budget committee on December 13, led to an immediate commissioning of Airbus to supply the helicopters by Germany's defense materiel agency—the Federal Office of Bundeswehr Equipment, Information Technology, and In-Service Support.

The €100 billion ($109 billion) special fund allocated for military modernization in Germany will finance this procurement. Alongside the aircraft, the purchase includes spare parts, eight simulators, training for both flight and technical personnel, and operational services over a seven-year period.

Of the 82 helicopters, the German Army will receive 57 units, while the Luftwaffe's special forces will acquire five, supplementing the 15 H145Ms already in service. There is an option for an additional 20 helicopters, bringing the total potential procurement to 82.

The strategic shift towards H145M helicopters, recognized as a "lightweight attack helicopter" (LKH) by the German defense materiel agency, underscores a reevaluation prompted by geopolitical events such as Russia's actions in Ukraine. These new helicopters are expected to serve a multi-role purpose for both the army and the air force.

Notably, the H145M, with its adaptable mission capabilities, is poised to fill various roles, including light attack, training, and liaison tasks. Germany's choice of an available helicopter type, already in use by special forces and in rescue missions, aligns with the immediate operational requirements and negates the need for costly type transfers.

Airbus Helicopters' CEO Bruno Even expressed pride in securing the order, emphasizing the H145M's operational versatility and Airbus's commitment to a prompt delivery schedule. The first batch of helicopters is slated for delivery in 2024, less than a year after the contract signing.

These helicopters will be equipped with HForce, a weapon management system developed by Airbus, enabling training consistency for pilots and operational personnel. The H145M, a variant of the H145 family, known for its reliability, will play a pivotal role in enhancing Germany's military capabilities.

US Approves $300M MK 54 Torpedo Sale for Germany's P-8A Aircraft Enhancement


In a significant move reinforcing international security cooperation, the State Department has given its nod to a prospective Foreign Military Sale (FMS) for the Government of Germany, approving the acquisition of MK 54 Lightweight Torpedoes alongside associated equipment, estimating a total cost of $300 million. The Defense Security Cooperation Agency (DSCA) fulfilled the essential certification, formally notifying Congress of this potential sale today.

Germany has formally made a request to purchase a quantity of up to eighty (80) MK 54 All Up Round Lightweight Torpedoes (LWT). This procurement includes a comprehensive package featuring MK 54 Mod 0 LWT spare parts, Recoverable Exercise Torpedoes (REXTORPs) complete with containers, handling shapes and containers, spare parts for torpedoes, tools facilitating the mounting and dismounting of Air Launch Accessories (ALAs), equipment necessary for analyzing REXTORP exercise shots, maintenance tools for REXTORPs, training provisions, publications, support and test equipment, U.S. Government and contractor engineering, technical, and logistics support services, and various other connected logistics and program support components. The overall cost is estimated to reach $300 million.

This proposed transaction stands as a testament to the commitment of the United States in bolstering not only its foreign policy but also its national security interests. By equipping a NATO Ally with enhanced capabilities, crucially aiding political and economic stability in Europe, this initiative aims to fortify security measures on a global scale.

The prospective sale is set to significantly augment Germany’s Anti-Submarine Warfare (ASW) capabilities specifically on its P-8A aircraft, effectively empowering the nation to address existing and emerging threats with heightened efficacy. Importantly, Germany is well-prepared to seamlessly integrate this cutting-edge equipment into its armed forces.

It is imperative to note that the proposed sale of this sophisticated equipment and the provision of support will not tilt the established military equilibrium in the region.

Raytheon Integrated Defense Systems, headquartered in Portsmouth, RI, stands as the primary contractor for this venture. As of now, there are no known offset agreements proposed in conjunction with this potential sale.
