The US State Department has made a determination approving a possible Foreign Military Sale to Mexico for 5 UH-60M Black Hawk Helicopters and associated equipment, including , 13 T700-GE-701D Engines (10 installed and 3 spares), 12 Embedded Global Positioning Systems/Inertial Navigation Systems (10 installed and 2 spares), 10 M134 7.62mm Machine Guns, 5 Star Safire III Forward Looking Infrared Radar Systems, 1 Aviation Mission Planning System, and 1 Aviation Ground Power Unit.

These helos, and any discussions concerning the development of, sale of, or movement of . . . should be held, contingent upon release of one US Marine held in a prison in Mexico, because he made a wrong turn, and the Mexican authorities would not "do unto others as they would have others do unto them", and we have released several groups of Mexican authorities making exactly the same mistake, with perhaps a few of the cases where the Mexican angents knew they were armed and just tried to get away with seeking the weapons across the border without telling anyone. They know how dangerous it is in Mexico, so why should they not be able to protect themselves in the US. Well the shoe is on the other foot.
