According Reuter US Air Force sees tanker rules out after Feb. 23 The U.S. Air Force plans to issue final terms soon, but not before Feb. 23, for bids on a multibillion-dollar contract to build aircraft-refueling tankers.
"This acquisition will be a full and open, best value competition," the Air Force said in a pre-solicitation notice posted on Monday on the federal business opportunities website. Northrop Grumman Corp and its European partner EADS won a projected $35 billion contract in February 2008 to build the mid-air refueling tankers for the Air Force, but the Pentagon canceled the contract after government auditors upheld a protest by losing bidder Boeing Co. Northrop has said it will not bid in the current competition unless the Air Force makes significant changes to a draft request for proposals (RFP) released last September that Northrop says is skewed to favor Boeing's smaller 767 tanker. On Monday, the Air Force said it planned to issue a fixed-price type contract for development of a new aerial refueling tanker, including four developmental aircraft and options for up to 175 production planes, based on existing commercial designs, at a rate of about 15 planes per year. It said proposals would be due 75 days from the date of the final request for proposals, and a winner would be chosen in the fourth quarter of fiscal 2010, which ends Sept. 30.It said the competition would exclude an award to a foreign prime contractor, "based on the required access to restricted information during contract performance." Northrop said its position had not changed. "Northrop Grumman feels that the current draft RFP, as structured, fails the test of true competition and, without meaningful changes, is not an RFP to which Northrop Grumman can respond," said spokesman. He said the company would examine the final RFP when it was released in the coming weeks, and hoped it would be structured in such a way that allowed "both competitors to believe they can compete fairly and win."

ALBANIA COMPRA 5 COUGAR AS532/ALBANIA BUYING 5 AS532 COUGAR

According Reuters, Albania is going to buy 5 Eurocopters AS532 COUGAR for 78 mln euros over four years to upgrade its fleet to the standards of NATO, which it joined in April last year. Parliament is set to approve the contract late on Thursday after the Defence Ministry asked that it speed up the approval to replace its Soviet and Chinese-made helicopter fleet that dates back to the 1960s. According officials, "The approval of this contract by parliament is absolutely indispensable because the helicopter fleet is an important asset at the national level," the government asked parliament in a report seen by Reuters. "For the armed forces, this will be probably for a long time the project of the biggest financial value."
AS 532 AL Cougar is one of the military versions of the Super PUMA helicopters, for use in its military, search and rescue operations and the transport of VIPs.
Albania's fleet consists of Soviet and Chinese single-engine helicopters produced in 1965-1970 that have limited operational and technical qualities, cannot fly at night and cannot operate with NATO forces.
As soon as the ruling Democratic Party of Prime Minister Sali Berisha came to power in 2005, it grounded the air force's fleet of airplanes, including the cigar-shaped MIG 19 and MIG 21 fighter jets. Albania's future air fleet is largely to consist of helicopters because they are suitable to its mountainous terrain.

Boeing has targeted the Asia-Pacific market as it seeks a variety of creative ways to continue extending C-17 production after the last aircraft now on order is delivered in September 2012.
With Singapore, Malaysia, Japan and South Korea among potential buyers, Boeing has proposed establishing a consortium modelled on the joint acquisition of two C-17s by NATO and Sweden, which share the aircraft based at Papa air base in Hungary.
The concept could prove more challenging in Asia, where a similar attempt by the Airbus A400M programme ended in failure.
Boeing also is seeking to adapt the C-17 to perform roles besides strategic and tactical airlift and is studying options that include adding a surveillance suite for maritime patrol, or integrating refuelling pods to also serve as a tanker.
The C-17 production programme has continued despite losing US Air Force funding support in the 2007 budget. Congress has added funds to the Department of Defense budget, and a host of foreign governments have placed orders.

APARECEN EN URUGUAY 2 MOTORES ROBADOS A F-5 DE MALAYSIA/FOUND IN URUGUAY TWO F-5 ENGINES STOLEN FROM MALAYSIA

________________________________________________________________________________

CIUDAD REAL PROXIMA BASE AMERICANA/CIUDAD REAL AIRPORT NEXT PENTAGON BASE

SINGAPUR ELEGIRÁ ENTRENADOR EN MARZO /SINGAPORE CHOICE OF AN ADVANCED JET TRAINING SYSTEM IS DUE NEXT MONTH

________________________________________________________________________________
Singapore’s choice of an advanced jet training system is due next month and could be crucial to the future export prospects of Italy’s M-346 Master and Korea’s T-50 Golden Eagle. These dissimilar training jets have been bid here by rival prime contractors, ST Aero and Lockheed Martin, respectively. The decision here is likely to influence the United Arab Emirates, which notably failed last November to confirm its previously announced selection of the M-346 over the T-50.
The difference between these two evaluations is that Singapore will contract for a total training system, including simulators and classroom trainers. The UAE is selecting an aircraft and will then hold a separate competition for a training systems provider. Lockheed Martin is already providing the basic wings course to the Republic of Singapore Air Force (RSAF) under a, private finance contract awarded in late 2006.

According Flightglobal.com, Boeing P-8 will be ready to move to the US Navy's Patuxent River test facility in six months, representing a further delay to the originally scheduled ferry flight.
The aircraft-maker was originally planning to have the test aircraft's ferry flight to the Maryland naval base in September last year, but previously delayed the trip to the first quarter. The first two aircraft T1 and T2 are now in Seattle doing flight tests. Boeing says the first two aircraft could be sent to Patuxent River earlier but the US Navy needs more time to get its test facility ready. The P-8 is a multi-mission maritime aircraft. The US Navy has ordered 117 and Boeing is also working to deliver the P-8 to India.

Panamá – Operation Just Cause (USAF, 1989):
4 F-117 en una salida.
Iraq – Operation Desert Storm (USAF, 1991)
42 F-117A Nighthawks
Número de salidas: 1.271
Dias de Campaña: 43
Total de horas de vuelo en combate: +6.900h
Duración media de misión: 5,4h
Bombas lanzada: 2.040
Kosovo – Operation Allied Force (USAF, 1999)
Iraq – Operation Iraqi Freedom (USAF, 2003)
12 F-117 volaron mas de 100 salidas.

AIRBUS A330 MRTT/ KC-30A AUSTRALIANO/FIRST AUSTRALIA KC-30A TO PASS FUEL TO ANOTHER 'LARGE AICRAFT'

The Royal Australian Air Force's first Airbus A330-based multirole tanker/transport has for the first time passed fuel to another large aircraft, moving the type closer to its delayed service entry late this year.
One of five RAAF-designated KC-30As on order, the modified airliner transferred almost 30t of fuel from its centreline boom to a French air force Boeing E-3F airborne warning and control system aircraft during two test flights conducted from Airbus Military's Getafe site near Madrid. Australia plans to accept its first two KC-30As in the fourth quarter of this year, with initial clearances being sought to refuel Boeing F/A-18A fighters and other KC-30As. The other three should follow in 2011-12. The RAAF also wants its new tankers to progressively support operations with the F/A-18F Super Hornet, BAE Systems Hawk 127 advanced jet trainer, Boeing C-17 strategic transport and 737-based Wedgetail airborne early warning and control system aircraft, and eventually with the Lockheed Martin F-35 Joint Strike Fighter.
Challenges facing the service's introduction of the KC-30A include maintaining air-to-air refuelling skills after having retired its last Boeing 707 in June 2008. In addition to providing AAR services, Australia's KC-30As are also being configured to carry 272 passengers and below-deck freight.
Other A330 MRTT buyers are Saudi Arabia, the UK and the United Arab Emirates, and to A310 tanker operators Canada and Germany. The A330 is also a candidate to meet requirements in nations including France, India and the USA.

COREA DEL SUR LANZA CONCURSO PARA FUTURO AVION PRESIDENCIAL/SOUTH KOREA TO OPEN BIDDING FOR PRESIDENTIAL AIRPLANE

According Defense News, South Korea's arms procurement agency plans in April to release a request for proposals for its "VC-X" program to buy a presidential plane.
VC-X refers to VIP Cargo Unknown. Under the VC-X program, South Korea wants to introduce an up-to-date presidential plane by 2014.The National Assembly approved 14.2 billion won ($12.3 million) in December for the presidential jet procurement this year. The presidential office has long sought to operate a bigger, long-range presidential plane because the current Boeing 737 VIP plane, introduced in 1985, can only accommodate 41 passengers and has a maximum flight range of 3,400 kilometers, rendering it unable to fly out of Northeast Asia without refueling.
Against that backdrop, the Blue House charters flights in turn from the nation's two airliners, Korean Air and Asiana Airlines. It plans to lease a Boeing 747-400 airplane either from the two airliners from August for four years until a new VIP cargo plane arrives. For the VC-X, the presidential office wants an airplane with a seating capacity of about 150 and can make a non-stop flight to Europe.
Candidates include Boeing's 777 and 747-8 airplanes, and the Airbus A340M.

Looking to acquire 75 basic trainer aircraft for the Indian Air Force (IAF), the Ministry of Defence has issued a request for proposal (RFP) to a dozen global aircraft manufacturers.
The manufacturers included are:Embraer (aircraft name in brackets) (Tucano), Pilatus (PC-7 or PC-/9), Raytheon (T-6 Texan), Finmeccanica (M-311), Grob Aircraft Company (G-120TP), EADS PZL (PZL-130-TC-11 Orik) and Korea Aerospace Industries (KT-1). They are required to submit their proposals by March 17.
Officials in the Ministry told that a pre-bidders conference would be held on February 2 during which clarifications if any would be entertained. The IAF would technically evaluate the aircraft once the proposals were received.
The move to acquire the trainers comes in the wake of the grounding by the IAF of their 125-strong Hindustan Aeronautics Limited (HAL) designed and manufactured ab initio Hindustan Piston Trainer-32 (HPT-32) fleet after one of these aircraft crashed killing two instructors during a flight from the Air Force Academy (AFA) at Dundigal. As per the RFP the manufacturer will have to deliver the first 12 aircraft within 24 months of the contract. The remaining trainers will follow in batches.
With the IAF looking to keep the chosen trainer in its inventory for at least 30 years the RFP specifies that the aircraft should have been “recently certified.”
