Elta Systems has been awarded a $10 million contract by Lockheed Martin as part of an upgrade programme for the Portuguese air force's P-3C Orion maritime patrol aircraft. Portugal gave Lockheed a contract in 2008 to upgrade the mission system avionics on its five P-3Cs .
Under its new award, Elta will deliver five EL/M-2022 A(V)3 radars before the end of this year. Portugal's P-3C were delivered 1981 and 1984.

Los Gripen y gran parte de los buques de la Marina sudafricana permanecerán gran parte de los próximos tres años en tierra y amarrados a puerto debido a la escasez de presupuesto para su operación. Según el ministerio de defensa ha indicado al parlamneto el presupuesto actual permite:
Los Gripen volarán 550 horas en 2010 y 250 horas en cada uno de los dos años siguientes.
La armada podrá navegar 10.000 horas en 2010, 9.000 en 2012 y 9.000 en 2013.
Sudáfrica dispone de 11 Gripens y las 550 horas de vuelo disponibles, no llegan ni a la mitad de los estándares requeridos por la OTAN. La mayoría de los vuelos se realizarán durante la Copa del Mundo de 2010. En los años siguientes la situación empeorará, ya que los 26 Gripen estarán entregados y podrán volar solo 9,6 horas anuales.

Gripens will spend 550 hours in flight in the current financial year, and 250 flight hours per year for the next two years.
That the navy's 18 ships will have 10 000 hours at sea in 2011-2012 and 9 000 hours at sea per year in 2012 and 2013.
South Afrcica has 11 Gripens and 550 flight hours available this year, a half of the hours required to comply with Nato standards. Most of these hours will be used during the 2010 World Cup. In the following years, once all 26 Gripens have been delivered, they'll spend an average of 9.6 hours in flight per year.

The Pentagon is asking lawmakers for more time to decide whether to buy an additional 124 F/A-18E/F Super Hornets after receiving a "viable offer" for a multiyear contract on the jets from Boeing. Last year, Congress authorized the Navy to negotiate an additional multiyear purchase of Super Hornets.Navy officials said that a Boeing multiyear offer for 89 of the jets did not provide enough savings. The new Boeing offer would give the service 66 Super Hornets and 58 EA-18G Growler. All of this comes as Navy and U.S. Air Force announced they are re-evaluating their respective initial operating capability (IOC) dates for the F-35 Joint Strike Fighter following news that F-35 program will be delayed by 13 months.

Lockheed Martin said the international meeting has been on the books since last April. Carter is set to explain to the other defense procurement chiefs in detail how the Pentagon has restructured the F-35 program. Australia, Canada, Denmark, Norway and Turkey are listed on the fact sheet as "level three" partners," and Israel and Singapore are "foreign military sales participants.".

El grupo naval español Navantia entregó en San Fernando (Cádiz, sur de España) a la Armada Bolivariana de Venezuela el primero de los cuatro Buques de Vigilancia del Litoral (BVL), con el nombre de AB Guaicamacuto (GC-21), y bautizó un patrullero oceánico, el AB Yekuana (PC-23), el tercero de los cuatro de este tipo contratados por el Gobierno de Caracas. La partida a Venezuela está prevista para el 18 de marzo.
Tiene 79,90 metros de eslora, capacidad para desplazar 1.500 toneladas y una velocidad máxima de 22 nudos. Realizará misiones de vigilancia y protección de la zona litoral, así como protección del tráfico marítimo y asistencia sanitaria a otros buques, entre otras. Asimismo, se bautizó con el nombre de "Yekuana" el tercero de los cuatro Patrulleros Oceánicos de Vigilancia de la Zona Económica Exclusiva POVZEE encargados por Venezuela, cuya construcción se inició en diciembre de 2008 .Los POVZEE tienen 98,90 metros de eslora y capacidad para desplazar 2.200 toneladas y velocidad máxima de 25 nudos. Desempeñarán misiones de vigilancia y protección de la zona económica exclusiva, protección del tráfico marítimo, operaciones de búsqueda y salvamento, persecución del contrabando, tráfico de drogas e inmigración ilegal, entre otras actividades.

Corea del Sur paraliza su flota de F-5/South Korea grounds its Tigers
La agencia de noticias AFP informa que Corea del Sur ha paralizado su flota de Northrop F-5E/F Tiger II tras la pérdida de dos aviones en accidente el pasado día 2 de marzo.
Tres pilotos fallecieron en dos aviones, los cuales chocaron contra una montaña en la zona este del país. La flota de unos 170 F-5E/F permanecerá paralizada hasta el esclarecimiento de las causas del accidente. Corea del Sur opera además algunos F-5A/B ‘Freedom Fighter’ en misiones de reconocimiento.

News agency AFP reports that the Republic of Korea Air Force (RoKAF) has grounded its fleet of Northrop F-5E/F Tiger IIs following the loss of two aircraft on March 2.
Three pilots were killed when the two aircraft crashed into a mountain near the east coast. A spokesman for the RoKAF said that the fleet of approximately 170 F-5E/Fs would remain grounded until the cause of the crash was determined.
As well as the F-5Es, the RoKAF operates a handful of older F-5A/B ‘Freedom Fighters’ in the reconnaissance role.

India and Russia are negotiating a new contract on the delivery of 42 Su-30MKI to the Indian Air Force According to the Daily News and Analysis newspaper, the new deal, which is reportedly worth more than $3 billion, has been in the works for several months.
The new air-superiority fighters will come on top of the 230 already contracted from Russia in three deals worth a total of $8.5 billion.
"The [new] order is being placed due to the insufficient number of fighter squadrons in the Indian Air Force and would allow us to eliminate potential threats," a source in the Indian Defense Ministry told RIA Novosti.
India originally ordered 50 Su-30MKI aircraft from Russia in 1996-98 and an additional 40 planes in 2007. Hindustani Aeronautics Ltd (HAL) was also contracted to build 140 aircraft in India between 2003 and 2017 under a licensed production agreement.
The Indian Air Force currently has about 100 Su-30MKIs, mainly deployed at airbases close to the borders with China and Pakistan.
Analysts believe that India will remain the main purchaser of Russian-made combat aircraft for the next 15 years under existing and future contracts, as the country desperately needs to upgrade its fighter fleet, which includes Su-30MKI and MiG-29 fighters, but mainly consists of obsolete Soviet MiG-21 models.

Due to pressure on the small fleet of two C-130H, the Dutch government ordered two more aircraft in 2004. The two defense giants had pooled their resources to develop mission studies and a road map and share technologies that both were developing for a next-generation strike plane. Last year, Defense Secretary Robert Gates put the Next Generation Bomber program on indefinite hold so that the Defense Department could study the need for such an aircraft.
The plane, derived from Boeing's X-45 aircraft that was built for the now-canceled Joint Unmanned Combat Air System program, is being designed to have a combat radius of 1,000 nautical miles and be capable of carrying two 2,000-pound Joint Direct Attack Munitions or other weapons in its internal weapons bays.

France in Talks With Russia on Four Warships. France and Russia have launched "exclusive negotiations for four BPC Mistral" said, French President Nicolas Sarkozy after talks with his Russian counterpart.
The first of the four ships would be built at a French naval shipyard in St Nazaire on the mouth of Loire. It´s worth 400-500 million euros. The French government has approved the sale but Russia has not yet made a final decision. A source in the Russian Defense Ministry earlier said the deal is not expected to be signed during Medvedev's visit to France.The prospect of French arms sales to Russia has raised concern among some of Russia's neighbors and the United States.
Russian President Dmitry Medvedev is visiting France on March 1-3in order to discuss a range of international and bilateral issues with French top officials.
The agenda of the talks includes Russian-French economic, military and humanitarian cooperation and Russia's accession to the WTO. Russian-French trade turnover has risen by more than five times in 2003-2008. Despite the world economic crisis, French investments in the Russian economy accounted for $10.4 billion in 2009.
The two countries also cooperate in space exploration. A contract to launch 10 Russian Soyuz-ST carrier rockets from the Kourou space center in French Guiana was signed by Russia's space agency and French satellite launch firm Arianespace in 2008. The first launch is likely to take place this year.

Enstrom Helicopter Corporation announces that they will be providing 16 480B advanced turbine training helicopters for the Royal Thai Army.
The 480B was selected in a competitive bidding process that included aircraft from 7 different major manufacturers. Experienced Royal Thai Army pilots flew the Enstrom 480B and piston powered F28F and they said it was almost too easy to fly.
Beyond just training, the Royal Thai Army intends to use their new 480Bs for a number of missions, such as search and rescue, surveillance, and disaster relief.

New Pentagon Sim Teaches Troops to Play Nice The Pentagon’s added yet another video game to their growing collection. This time, they’re investing in a “First Person Cultural Trainer” designed to teach one-on-one cultural sensitivity to American troops. The Army’s Training and Doctrine Command (TRADOC) is backing University of Texas researchers to create the game, which is a 3D sim with scenarios in both Iraq and Afghanistan. Troops play themselves, and interact with Iraqi and Afghan civilians in replications of local villages. It’s a project that’s been in the works for three years, and uses cultural data provided by the military. The goal of the game is to enter a village, learn about the social structures and relevant issues, and then “work with the community” to successfully finish assigned missions.
And the game is complete with a local busy-body: if villagers don’t like you, they’ll chatter amongst themselves about it. Some of the locals have “more clout” than others. Piss off the wrong person, and it’s game over.
The Pentagon have already invested in simulation games to train for war-zone combat, improve recruitment and help treat post-traumatic stress. But cultural sensitivity might be one of the most important, and most difficult
