Greece announced March 13 that it had reached an agreement with German defense group ThyssenKrupp in a long-running dispute over the supply of four submarines.
The row began when Athens rejected the first submarine supplied by ThyssenKrupp, the Papanikolis, on the grounds that it was defective.
Greek Defense Minister Evangelos Venizelos said a resolution had been found for the deal, which has been blocked since 2006.
Media reports in Greece suggest that under the agreement, Athens will acknowledge receipt of the Papanikolis, which will be sold to a third party, and order two further submarines from Hellenic Shipyards.
In return, the defense company will drop a compensation claim for breach of contract, reports said.

EADS TRATA DE ENCONTRAR NUEVO SOCIO PARA KC-X/EADS Seeking New Tanker-Bid Partner

The U.S. Air Force's $35 billion KC-X competition may not end up being a sole-source competition. It appears that EADS is looking to buy time to find a new partner to bid against tanker rival Boeing. European defense giant EADS has asked the Pentagon for additional time to find a new partner to bid in the $35 billion KC-X competition for the U.S. Air Force, according to numerous sources. A DoD official said later in the day, "We are neither encouraging or discouraging EADS from bidding. That said, it's not uncommon for us to extend RfPs a reasonable amount of time. But we haven't been asked to do so in this instance." One senior EADS official said earlier this week that he had serious doubts the company has enough time to find a new U.S. partner that could handle a $35 billion deal, such as Lockheed Martin, L-3 Communications or Raytheon. However, Raytheon issued a cryptic statement March 12 when asked whether company officials were in talks with EADS about a tanker partnership stating that they have the technology and capabilities to support the tanker program.
Three U.S. lawmakers told "delay is unacceptable.Dragging out this competition hurts our warfighters and costs the taxpayer." Several analysts said time may have run out for EADS.

THE ECONOMIST SOBRE EL KC-X: PIERDE EL MEJOR AVION/The Economist: The best plane loses

Politics decided the contest to supply America’s new aerial fuel tanker In the end, they bowed to the inevitable. The decision this week by Northrop Grumman and its partner, EADS, to withdraw from a $35 billion contest with Boeing to provide the United States Air Force (USAF) with a new generation of aerial tankers had been well trailed, but it was still a bitter blow to the two defence firms. It was also a bad day both for America’s taxpayers and its armed forces.
Political controversy has never been far from the battle to replace USAF’s 500 or so Eisenhower-era KC-135 tankers. Boeing first won the contract in 2002 and then lost it when a congressional investigation discovered criminal collusion between the aerospace firm and an air-force official. Six years later, Northrop and EADS, the parent company of Airbus, pulled off a surprise victory when the USAF decided that the KC-45, its bigger and more modern (though more expensive) plane, based on the Airbus A330, represented better value than Boeing’s offering, based on the 767.

Most neutral experts agreed that the KC-45 was the better aircraft. But the Pentagon’s willingness to brave outraged claims from Congress that it was showering money and jobs on a European company “unfairly supported and subsidised by foreign powers” was a surprise. When Boeing protested, producing 110 complaints about the bidding process that (partly because of the earlier scandal) had been unusually fair and transparent, the Government Accountability Office (GAO), a congressional watchdog, upheld seven of them. The nub of Boeing’s complaint was that the USAF had used subjective criteria to reach its decision in favour of the KC-45, which had inherently disadvantaged its smaller plane.
The GAO has the power only to recommend, so the Pentagon could have stuck to its guns. Instead, the air force issued a new draft Request for Proposals (RFP) last September that in effect nullified the KC-45’s advantages—that it can deliver more fuel to front-line aircraft and evacuate more troops. Northrop told the Department of Defence that unless the RFP was revised in its final version, it would not bid. Apart from some minor tweaks, nothing changed, ensuring that Boeing would be left as the sole bidder. The two Republican senators from Alabama, where EADS was planning to establish an assembly line to build the KC-45 and a freighter version of the A330, were quick to condemn what they regard as a political stitch-up that put jobs in traditionally Democratic Washington state (Boeing’s home) before employment in their region.
There have also been expressions of anger in Europe. Germany’s economy minister, said he saw “signs of protectionism”. The European Commission issued a statement saying that it “would be extremely concerned if it were to emerge that the terms of tender were such as to inhibit open competition for the contract.”

The first BAE Systems Nimrod MRA4 maritime surveillance aircraft destined for the Royal Air Force has been formally accepted. The aircraft is the first of nine MRA4s ordered to fulfill maritime and wider intelligence surveillance, target acquisition and reconnaissance roles for the air force here. Handover of the first production aircraft may have taken place but it will be 2012 before the machine is introduced into service following a decision by the government late last year to delay its operational debut in order to help cut Britain's defense equipment overspend.
The decision also involved taking the current Nimrod MR2 surveillance aircraft out of service at the end of this month, 12 months earlier than planned. The move leaves Britain with no credible long-range maritime surveillance capability for about two years. The MR2's exit from service was hurried by a 2006 crash in Afghanistan that killed 14 and raised questions about its safety.
Defense ministers have said the gap between the departure of the MR2 and the arrival of the MRA4 will be covered by helicopters and Lockheed Martin Hercules C-130s. The first MRA4 has moved from the Woodford, England, production facility to BAE's Warton site for RAF crew training. The machine is scheduled to transfer to its main operating base at Kinloss, Scotland, in late summer once an initial release to service and a support contract are in place. The second of the nine production standard MRA4s flew earlier this month and deliveries of the nine aircraft are planned to be complete by 2012. Eight of the aircraft were heavily upgraded MR2 airframes with new engines and missions systems. The ninth aircraft is one of three pre-production aircraft originally upgraded by BAE for test flying. The remaining two test machines will be placed in storage having already retired from the development program.

A400M TIENE SOBRECOSTES DEL 10%/A400M Cost Overrun Set at 10%

Many others arms programs as Eurofighter Typhoon and Joint Strike Fighter ran over budget too. Under the agreement reached March 8, the countries will accept a 2 billion euro increase over the contract price.
